Ruxandra joined Biriş Goran at the beginning of 2008 as tax partner in her capacity as a tax consultant. Ruxandra’s expertise is well-regarded, covering all aspects of taxation. Besides her knowledge of the Romanian tax legislation, Ruxandra has developed a very strong knowledge of statutory Romanian accounting, IFRS and US GAAP as well as estate planning. Ruxandra works hand-in-hand with our litigation department on all tax litigation matters. All of this experience allows Ruxandra to be the “go-to” person on tax matters for a range of clients: from high-net-worth individuals to multinational corporations.The 2014 edition of Chambers Europe recommends Ruxandra as a key partner praised by clients for her "impressive breadth of knowledge and passion for tax”. Before joining Biriş Goran, Ruxandra was tax partner with TPA Horwath Quintus and tax manager with Philip Morris Romania. Ruxandra began her career in 2000 with PwC in Bucharest, where she started as tax consultant and became tax assistant manager. Ruxandra is a member of the Tax Committee of the American Chamber of Commerce which constantly participates in consultations with the Ministry of Finance on Fiscal Code changes. She is ACCA qualified since 2005 and is licensed with the Romanian Chamber of Tax Advisors.
