Consulting practice specializing in strategy, campaign and program design, grantmaking, research, and assessment for foundations, individual donors, and advocacy organizations. Major projects include scoping, developing initial strategy, and launching Rural Climate Partnership; developing multi-sector grantmaking strategies for federal spending implementation; influencing federal nominations process; and working to increase capacity of grassroots coalition fighting expansion of fossil fuel infrastructure.

Chief executive at this nonpartisan budget watchdog, working with legislators on both sides of the aisle to ensure taxpayer dollars are spent responsibly, and that government operates within its means. By opening up our research databases to the public, I dramatically increased the organization’s media coverage, public profile, and impact. During my tenure, I’ve also increased revenues by more than 200 percent, which has increased Taxpayers’ capacity, agility, and effectiveness in the policy and advocacy realms. Key accomplishments include● Increased revenue by more than 200 percent.● Led the organization to a number of significant legislative victories. Examples include leading the only successful effort to defeat a legislative attempt to repeal an Obama era regulation after the 2016 election, and leading efforts to curtail multiple wasteful policies, including the Volumetric Ethanol Excise Tax Credit and a defense bill requirement to power military installations in Germany with coal from Pennsylvania.● Testified before multiple congressional committees as both a Democratic and a Republican witness. ● Published databases of all earmarks in all appropriations bills, exposing abuses of power and corruption revolving around earmarking, leading to congressional rules changes, multiple corruption investigations, and increased press coverage. ● Developed relationships across the political spectrum with policy makers, interest groups, donor communities, grassroots organizations, and think tanks; worked in coalition with organizations on key issues, bridging disparate groups to identify common goals despite different motivations. ● Expanded press appearances 250 percent in one year.

Directed the 501(c)3 arm of Common Cause and oversaw 501(c)4 programs at the federal level and with 38 state offices. Responsible for program and campaign strategies and fundraising (charitable contributions from foundations and individual donors). Worked in partnership with CEO and COO on change management that improved the organization’s effectiveness, resilience, and legal compliance. Key accomplishments include:● Raised $8M+ in foundation revenue in three years (250% increase), including $1M from a foundation whose average grant was previously $50K. ● Established strategic partnerships and coalitions to increase program and campaign impact. Examples include a Media and Democracy Coalition of 23 organizations committed to media policy reform and partnering with tech companies, media companies, and civil rights organizations to launch a national voter hotline that helped millions of voters find polling places on/before election day.● Led planning, coordination, fundraising, and funder communications for successful legislative campaign to enact public financing of elections in Connecticut.● Mobilized state-level coalitions and grassroots efforts, thereby strengthening the organization’s federal presence and efficiency, by working with our CEO, COO and state directors to reverse our spend ratio to 70 percent state and 30 percent national.● Worked with finance team on a successful redesign of the organization’s complex budget and implemented a new timekeeping system that maximized our financial effectiveness.

Consulted to C-Suite executives at nonprofit advocacy organizations on program design and grantmaking strategies. Also served as Interim Executive Director for advocacy organizations. Key accomplishments include:● When an advocacy organization received a $16M grant, worked with CECO to develop initial program growth strategy; oversaw multi-state hiring, outreach, interviews, marketing, program plans, and grants proposals.● Helped secure a $500K capacity-building grant to enable strategic growth of a $1M technology venture seeking to get nonprofits to embrace the power of the Internet.● Ran multi-state issue campaign (MS, IA, FL) to create a national disease-tracking system; coordinated state-level lobbyists/consultants; developed state legislative/communications strategies and metrics, working with primary funder.● Informed national foundations’ multi-year grantmaking strategies with in-depth field research.
