As District Director, I am responsible for planning, designing, constructing, operating and maintaining the State transportation system in Orange County, a metropolitan area of 798 square miles, 34 cities, and approximately 3 million people. District 12 maintains and operates 279 route miles of highway and 226 directional miles of full time High Occupancy Vehicle (HOV) or carpool lanes, one of the largest HOV lane networks in California.

Lead and manage the Department's Transportation Planning Program which consists of approximately 650 positions, $85 million in Personal Service and Operating Expense, and $74 million statewide for various consolidated planning grants. I am responsible for development and implementing policies on the formulation of work programs and the evaluation of operational effectiveness in the Division which is composed of Advance System Planning & Goods Movement; State Planning; Projects/Plan Coordination (PIDs); Resource Management & Administration; Workforce Development; Regional & Interagency Planning; and Community Planning. I represent the Department and the State on national, interstate and statewide committees and organization relating to transportation planning aspects of delivering transportation projects and services. Advise the Department's Executive Management Team on the full range of issues related to Transportation Planning activities and respond to inquiries from legislators, public agencies, private sector, and the public on a regular basis.
