Ryan Crotty is a fellow with the International Security Program and deputy director for defense budget analysis at the Center for Strategic and International Studies (CSIS). His work focuses on the management and application of defense resources, the strategic implications of resourcing decisions, and the effects of these decisions on the defense industrial base. He has worked on several CSIS projects focused on long-term defense spending trends and the defense budget drawdown and identifying challenges and opportunities facing the Department of Defense in a time of budget tightening. He also studies the interaction between the defense budget and the health of the defense industry through analysis of contracting and financial tools. Resource considerations are vital to shaping the national security field and U.S. defense strategy and program. The International Security Program at CSIS brings rigor to the analysis of defense and national security budgeting across the range of its component programs, including the National Security Program on Industry and Resources and the Defense and National Security Group. Led by ISP Fellow and Deputy Director for Defense Budget Analysis Ryan Crotty, CSIS tracks budget-related legislation, conducts resource trend analysis, assesses the interplay between strategy and budget, and undertakes alternative budget planning to complement the Center’s strategic analysis.

Train and supervise up to forty scorers, following prescribed standards, policies, and procedures established by individual state Departments of Education. Manage multi-million dollar accounts-payable disbursement contract with a state health and human services agency, facilitating client meetings and serving as contact for issues and requests for information from client agency.Lead proposal writing in response to new RFPs, including writing responses, gathering materials, developing content, ensuring all requirements are met, and following up with issuing agency.Assist project managers on multiple contracts with public agencies in a highly deadline-oriented, mission-driven environment.Research and assess affects of changing healthcare legislation at state and federal level.Develop reporting tools to meet program quality assurance criteria.Research new business opportunities via state RFP processes.Resolve escalated customer service issues for multiple programs and respond to issues raised by clients.

Process grant requests for US Government contractor for the Department of Health and Human Services. Read and evaluate federal grant proposals for applicability to intended programs and adherence to grant requirements.
