I focused my activities on enhancing RTC compliance with Title VI of the Civil Rights Act of 1964, as amended, in accordance with Federal Transit Administration (FTA) regulations. I wrote the RTC Bus Evaluation Form (BEV2), with which I audited 16 buses across four of the RTC’s bus lines, and reviewed conditions at eight bus stops; assisted with finding sources for a department white paper on the importance of bus lanes for increasing efficiency; wrote a ridership survey; proposed and drafted new and revised FTA compliant Title VI public notices for RTC buses and transfer stations; proposed and drafted revisions to the RTC web page on civil rights to improve information accessibility; and gathered demographic data on every census tract surrounding or in the immediate vicinity of each RTC bus route. Using the demographic data I collected, I determined which of the RTC’s bus routes qualified as minority transit routes (according to the threshold defined in the FTA’s 2012 Title VI Circular) and whether the status of any bus route had changed as a result of ongoing service changes. This culminated in a twenty page report in which I presented my findings to the Department head.
