Ryan began his law enforcement career as a Military Police Officer. During that time, he quickly moved up the ranks to became a Corporal team leader. As a team leader, Ryan developed his abilities as a supervisor, while working and training in stressful and rapidly evolving environments. Ryan also acted as a use of force training officer, and created training scenarios that helped to teach soldiers how to work through difficult situations. Ryan’s love for teaching continues to this day, as he regularly assists with training while preparing new police officers to be safer and more effective at their jobs. For the next few years while Ryan pursued his higher education, he also dabbled in various career fields; ranging from manufacturing, millwork, skills training, and private security, to finally owning his own successful small business. In 2006, Ryan became a Police Officer for the Roseburg Police Department. It was here that Ryan decided he wanted to serve his community better and further his career in public service. He went back to school to focus on all aspects of law enforcement, business leadership/management, and public policy. While working as a police officer, Ryan continued to demonstrate his drive to further his abilities as a leader. Ryan earned his Doctorate of Philosophy in Public Policy/Administration and Criminology. Ryan has focused his studies on investigating a very current problem that many police officers face nationwide. He has gained an in depth understanding of the challenges that encompass public safety officers, and their families. Ryan’s goal is to develop new training methods that can be taught to lower stress for both police officers and their families, therefore resulting in more stable police departments.

This course provides the basic operational theory and practical training to instruct police officers to reasonably safely and effectively operate Taser CEWs. The course covers the TASER X26, X26P and X2 CEWs, and will certify those who successfully complete the course. The course also includes several drills and exercises requiring physical exertion. Drills include: non-firing drills, firing drills, isolation exercises, stress courses, and scenarios. -

As a lead police K9 handler, Ryan has diligently worked to develop his abilities to use operant conditioning to train and work with both police dogs and people. As a K9 handler Ryan has demonstrated his abilities as he has located over 180 criminal suspects, numerous missing children, suicidal adults, and elderly people with medical conditions. Ryan also represents the Roseburg Police Department as a public speaker. He has participated in hundreds of public demonstrations, talks, news interviews, fundraising activities, and public question and answer sessions. As part of orchestrating those demonstrations, he has built a working relationship with outside groups to help set up venues, promote upcoming demonstrations, contact outside agencies to solicit their participation, arrange for speakers, and conduct news briefings and interviews. As a Master Officer, he assumes supervisory responsibilities regularly; similar to those as a Corporal or Sergeant. As a K9 handler he is regularly asked to participate in high-risk suspect searches and apprehensions. As part of that role, he has taken over many crime scenes both for his agency and outside agencies. It is regularly necessary during those times for him to move resources and personnel around to where they are most needed to ensure a safe and successful deployment. This has required him to build and maintain good working relationship with outside agencies so that he can facilitate the supervisory duties that are necessary while moving other agencies personnel around.

Ryan’s military services came to an abrupt ending, however, upon being diagnosed with cancer. Ryan chose to leave the Army in search of the best treatment possible. Thanks to a combined effort of both OHSU and the V.A. Hospital in Portland Oregon, treatment was successful, and he remains cancer free. -
