Principal advisor to the Commander (two-star Admiral), and his staff, on all matters relating to the Marine Corps; specific emphasis placed upon Marine Corps Command & Control Structure, Aviation Maintenance Management, Supply Chain Management, and Naval Integration, within the Naval Aviation Enterprise.- Senior Marine Representative on the cross functional team implementing organizational, process, and culture change via the Naval Sustainment System-Aviation (NSS-A) into the first USMC platform, the MV-22 Osprey.- Principal liaison to Marine Forces Command on the Sortie Based Training and Flying Hour Programs, enabling execution of more than 92,000 flight hours and $1.13B annually.

Functional training advocate, responsible to the Commanding General (one-star), Training Command, for the administration, welfare, mentorship, and training of over 10,000 Marine students and staff, both Officer and Enlisted. Direct oversight for nearly 500 permanent support staff and instructors situated in six dispersed training locations. Consistently met or exceeded the Manpower and Reserve Affair’s training classification plan.- Leveraged exposure to multiple learning centers across three military services to implement modern teaching methodologies to transform from the military's aged Industrial Age model to a 21st Century teaching model.- Drove organizational change in a relatively nascent unit by combining previously disparate functions of student indoctrination and production, plans, training, and advocacy into one staff section. The result was alignment under one staff officer for all aspects related to our primary mission of student production.

Direct advisor and Subject Matter Expert (SME) to Commander (three-star General), U.S. Marine Corps Forces Command (MARFORCOM) on aviation logistics, operations, and maintenance budget matters to support strategic and operational actions for global engagement and combat capabilities across Marine Corps forces.- Coordinated and executed program logistics support for approximately 515 aircraft comprised of 16 Type/Model/Series (T/M/S) valued at over $10 billion, and a Flying Hour Program (FHP) in excess of $953 million.- Change-agent during the largest aircraft inventory transition from legacy to next generation platforms (MV-22 tilt rotor technology, H-1Y/Z helicopters, F-35 (Joint Strike Fighter), CH-53K helicopters and MQ-21 unmanned aerial vehicles).- Provided comprehensive analysis of aviation logistics costs attributable to each Type Model Series (T/M/S) aircraft assigned to MARFORCOM using information systems including Aviation Cost Estimation System (ACES), Aviation Financial Analysis Tool (AFAST), Relational Supply (R-Supply) and Naval Aviation Logistics Command Management Information System (NALCOMIS).- Developed FHP Aviation Depot Level Repairable (AVDLR) and Aviation Fleet Maintenance (AFM) cost variance analysis reporting structure and subsequent workload planning for the 2D Marine Aircraft Wing (2D MAW). The analysis identified systemic AVDLR and AFM cost drivers enabling strategic improvements and sound defense against MARFORCOM FHP budget marks.

Direct advisor and SME to the Director, Aviation Logistics, MARFORCOM on aviation maintenance, operations, and budget matters to support strategic and operational actions for global engagement and combat capabilities across Marine Corps forces.- Instrumental in the construct, solicitation, award, and management of 2D MAW aviation maintenance contracts worth more than $68.7M over the Five Year Defense Program (FYDP), directly resulting in a 10% increase in aircraft Mission Capable readiness rates.- Right-sized the Beyond Capability of Maintenance-Interdiction (BCM-I) program; consistently achieved a 7:1 return on investment and a cost savings of $21M annually on component repair.- Coordinated stakeholders to implement the MV-22 detachment capability, including manpower, support equipment, and supply packages valued in excess of $122 million.- In coordination with the CH-53E Program Office (PMA-261), HQMC, MARFORPAC, MARFORRES, and 2d MAW, established the USMC CH-53E RESET program, designed to restore operational readiness and material condition to this aviation platform. Performed by Contract Maintenance Support at two major locations in the Continental U.S., removed budgetary, material, and equipment barriers enabling the completion of 14 aircraft through the process in Fiscal Year 17.

Led the sole forward deployed aviation logistics squadron in combat during Operation ENDURING FREEDOM; directly oversaw 411 Marines, Sailors and civilians supporting 10 flying squadrons, with 63 aircraft across six Type/Model/Series at three dispersed locations: Camp Leatherneck, Camp Shukvani, and Camp Dwyer, AF.- Enabled Second Marine Air Wing (Forward) to achieve an 86.1% mission capable rate during 160 named operations, 13,524 sorties and over 17,388 flight hours, and the release of 317 tons of ordnance in support of Marines and Coalition forces on the ground.- Validated and built an aviation supply posture achieving 95% range and 86% depth, while maintaining a 98% inventory validity over more than 26,000 line items valued in excess of $246M. Additionally achieved a Ready For Issue (RFI) rate of 81.3% while processing more than 26,388 components through intermediate repair.- Directed the planned drawdown of aviation logistics support to meet a reduction in Boots on Ground requirements. Developed a playbook for the efficient retrograde of equipment and Marines from theater while ensuring the highest possible state of aviation logistics support. This effort led to the retrograde to CONUS or disposal in theater of more than 600 short tons of material or equipment.

Commanded the primary aviation logistics support command for AV-8B, EA-6B, KC-130J, and RQ-2B UAS aircraft on the East Coast comprised of more than 1,050 Marines, Sailors, and Civilians, supporting 117 aircraft at home and abroad.- Through the continuous implementation of process improvement initiatives, led Marine Aircraft Group 14 to achieve a 76.3 percent mission capability rate while flying more than 54,400 flight hours, over 25,000 of which were in combat.- Responsible and accountable for the resource management of a portfolio value for both equipment and material in excess of $521M, as well as a capital investment in facilities of nearly $500M.- Managed and directed organic component-level maintenance, repair and overhaul, on-site field service depot repairs, spare components and parts investment, aviation ordnance support, and ground support equipment, inventories management; financial management; enterprise resource planning / information technology management, and personnel assignments.

Served as a staff officer for the Deputy Commandant for Aviation (DC/A) (three-star General); directly supported the Director, Aviation Logistics Support Branch (ASL-1) execute DC/A’s mission to Man, Train, and Equip Marine Corps Aviation forces.- Developed numerous logistics programs in support of force modernization and aircraft transitions to include the F-35B Lightning II (Joint Strike Fighter), KC-130J Hercules and the Harvest Hawk mission system, RQ-7 Shadow Unmanned Aerial System (UAS), CH-53K King Stallion, and VH-71 Presidential Lift programs.- Participated in the Planning, Programming, Budgeting, and Execution (PPBE) process through development of two cycles of the Program Objective Memorandum (POM). Specific efforts included: F-35B Joint Strike Fighter Performance Based Agreement (PBA); Flight Hour Program (FHP) development; OCO funding justification; and aircraft procurement profiles.- Drove the process to evaluate future J-52 engine production in support of the EA-6B Prowler aircraft. Developed the plan for engine production across the enterprise to support the Prowler through sun-down of the platform.
