· Ensure the conservation of marine, aquatic, and wetland habitat through comprehensive evaluation of all levels of Department of the Army permit applications to ensure the protection of environmental resources, including fisheries and marine resources, and navigation of waterways.· Process, evaluate and issue permit all levels of Department of the Army permits pursuant to Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act, the Marine Research and Sanctuaries Act, and Section 7 of the Endangered Species Act (ESA) in compliance with the National Environmental Policy Act (NEPA), and the Magnuson Stevens Act.· Prepare formal and informal consultation requests for Section 7 ESA consultations with NOAA Fisheries (NMFS) Office of Protected Resources Division (PRD) and the US Fish and Wildlife Service (USFWS).· Review projects and work with applicants to bring proposed projects into compliance with the Acts as well as current regulatory policy and procedural guidelines.· Prepare environmental assessments and 404(b)(1) compliance evaluations. · Coordinate with the USFWS, NMFS Habitat Conservation Division (HCD) and PRD, Environmental Protection Agency (EPA), and other local and state agencies to ensure the compliance with the requirements of the ESA and promote conservation federally listed endangered species, essential fish habitat (EFH), and other aquatic resources.· Provide guidance to individual applicants and consultants as well as other federal and state agencies regarding avoidance and minimization of adverse impacts and the conservation of ESA listed marine and wetland species. Assist applicants in designing mitigation plans to fully offset any unavoidable adverse environmental impacts.· Conduct field surveys to identify terrestrial and aquatic resources, perform wetland determinations and jurisdictional determination.
