A Wyoming native, Ryan Lance has dedicated more than a decade of his career to Wyoming institutions including the Office of State Lands and Investments, and the Office of the Governor. His expertise includes the development and administration of policies related to energy development, recreation, agriculture, wildlife, air and water quality and the preservation of natural resources. As a member of the leadership team for Pathfinder Ranches, Ryan is responsible for overseeing ranch and bank operations and providing legal counsel. Given his background in natural resource law and federal and state trust land policy, he also works to guide our partners through the project permitting process. Ryan received his undergraduate degree in Political Science and Government, and his Juris Doctor from the University of Wyoming.

Served as Acting Chairman of the Wyoming Oil and Gas Conservation Commission and presided over contested case hearings and rulemaking at the Commission. Represented Governor Matthew Mead on the federal Regional Coal Team and Coal Sale Panel. Managed a budget of over $130 million and over 100 employees. Revised the Wyoming State Oil and Gas and Uranium Leases to reflect current industry practice and advance the interests of trust land beneficiaries. Initiated and completed a comprehensive review of all state trust land bonding, royalty, surface leasing and mineral leasing policies within the State Land Office to strengthen agency operations and streamline permitting for the oil and gas, mining and agriculture industries. Directed state trust land comments on federal National Environmental Policy Act documents affecting state surface and mineral resources, including matters related to federal oil and gas development, grazing, rights-of-way and renewable energy projects. Completed numerous land acquisitions, exchanges and disposals tied to Wyoming state trust lands.Provided testimony to Congressional and State Legislative Committees. Advanced federal legislation related to more efficient federal-state land transactions and the transfer of lands under a state-held ranch. Achieved passage of state legislation that enhanced protections of Wyoming state trust lands and public health and safety and consolidated land management of state held lands.
