•Lead global change initiative to drive operational excellence and embed data-driven decision-making to meet the strategic imperatives of Plan International, a child rights, humanitarian, and development organization implementing $1 billion in programming in 80 countries worldwide. Efforts are designed to ‘unlock’ key institutional challenges to financial sustainability and maximize the organization’s impact and accountability for the children it serves, delivering resources more efficiently and effectively to humanitarian and development programs around the world. • Global change initiative results to deliver annual savings of $25 million and improve country and project performance globally. • Oversee an operating budget of $3 million, a dynamic team, and senior leadership staff from 10 projects. Projects are designed to discover, analyze and solve the organization’s most difficult barriers to enhanced performance. Issues include reducing operating costs globally and in countries; streamlining program management to maximize teams, capacity, and resources in implementation areas; improving implementing offices ability to recover costs on grants; and strengthening the global policy framework to focus on financial sustainability and maximise resources and performance at the implementing country level. • Ensure the successful navigation of Plan International’s worldwide governance system to gain support for the program’s proposed solutions and actions. • Collaborative stakeholder engagement to build mutual understanding and strengthen efforts to work together across all levels of the organisation (country, regional, and headquarter teams).

• Program strategy and management – Led Plan’s program, including implementation of its country strategic plan and providing leadership across project cycle implementation. Grew annual budget from $12.6m (FY17) to $23.7m (FY19). Served on Plan’s global Urban Hub Steering Committee and expanded Plan’s portfolio and profile in triple nexus programing.• Digital development – Oversaw Plan International’s Youth Economic Solutions Digital Development Team, driving innovation in the organization through the design, development, and delivery of digital products deployed globally. Selected to serve on Plan International’s Digital Working Group, responsible for revising the global strategy to become a digitally-enabled INGO.• Humanitarian response – Led disaster preparedness and emergency response activities, positioning Plan International Philippines as a leader in the humanitarian sector. In 2020-1, successfully led six concurrent responses, including efforts to respond to conflict and COVID-19, where Plan reached more than 2.4 million people. Served as Chief of Party during the successful closeout of an $8m Asian Development Bank-funded grant under the Typhoon Haiyan response, while overseeing the completion of Plan’s $93m response.• Partnership building – Led Plan’s efforts to redesign and expand partnership engagement, with Plan aiming to be the ‘partner of choice’ for local civil society across the Philippines. Increased engagement with government partners and large external corporations, including Facebook, Google, Twitter, and Globe Telecommunications. • Change management – Led Plan’s efforts to transform the organization's program to be a leader for girls’ rights. Reorganized Plan’s programing to expand gender and inclusion capacity; integrated gender-transformative programing across the portfolio; and initiated new efforts to build organizational capacity and credibility to provide a programmatic response to girls affected by conflict.

• Program development – Oversaw resource mobilization efforts, including partnerships, project design, costing, and negotiation with donors and Plan National Offices. In three years raised more than $28 million in grants from donors such as USAID/OFDA, Australia DFAT, ECHO, Norad, European Commission, KOICA, Belgian DGD, Hyundai, and Prudential Insurance. Proposal to the UN’s Trust Fund to End Violence Against Women was selected/awarded from more than 2400 applications globally, the first such grant for Plan Inc. Expanded corporate grant portfolio to nearly $1 million per year and initiated local fundraising activities. •Management of grant-funded projects – Oversaw the effective management of grant-funded portfolio, responsible for partnerships, negotiations with donors and partners, and support to the Program team’s efforts in program quality and grants management. Strengthened Plan's capacities related to donor engagement, compliance, and performance on donor and internal audits. Efforts contributed to Plan Vietnam receiving the highest assurance rating from Plan International’s internal auditing unit. Improved organization’s ability to fully recover operational/indirect costs on grants, including ~$1 million in recovered costs per fiscal year. • Humanitarian response – Supported Plan Philippines' resource mobilization efforts during the immediate response to Typhoon Haiyan (November 2013), raising more than $15 million in grants from donors including Unicef, ADB, USAID/OFDA, DFID, Sida, WFP, IrishAid, and ECHO. Continue to serve on Emergency Deployment Roster as part of Plan’s surge capacity.• Strategy Development - Supported the formulation and drafting of Plan’s Country Strategic Plan for 2016-21, ensuring the relevance, strategic coherence, and impact of its programs. Developed accompanying Resource Mobilization Strategy.• Served as Acting Country Director in the absence of the Country Director.

Oversaw the implementation of USG-funded DRM grants including providing technical assistance, grant management oversight, and capacity building support for financial and programmatic reporting, compliance with donor rules and regulations, and audit activities. Developed capacity building training for country office teams on grants management and compliance with USG rules and regulations and instituting a new system of risk management/grant performance tracking to ensure effective compliance with donor reporting and regulations, while ensuring achievement of performance and expenditure targets.Successfully expanded the grant portfolio to ~$3.2 million in new awards in one year. Responsibilities include overseeing the development of all technical (i.e., program design) and cost-application submissions from concept, full proposal, and final negotiations with the funding agency. Strengthened proposal development systems to maximize efficiency and quick turnaround, while ensuring internal teams buy-in to the proposal development process.

Oversaw a portfolio of maternal and child health, infectious disease, and water and sanitation projects. Portfolio included projects funded by USAID, PEPFAR, the Global Fund, and the Global Sanitation Fund in countries throughout Africa and Asia. Grants management support to project teams included negotiating/representing Plan to donors and/or prime grantees, ongoing monitoring of program quality and advising on best practices, development of monitoring and evaluation systems and instruments, review of program designs, and providing in-country review and guidance on systems to ensure compliance with donor rules and regulations. Technical lead in proposal development for U.S. Government, multi-lateral, corporate, and foundation funding opportunities. Responsibilities included the development and drafting of the project’s technical design, monitoring and evaluation, budget, and supporting documentation components. Served as Plan’s primary technical point person for orphans and vulnerable children (OVC) and other health-related issues. Provide technical guidance to field health staff related to best practices, recent innovations, etc. and represented Plan International in the development community.
