Ryan worked with expert consulting firms to identify the portfolio processes required to manage a successful portfolio and he also worked with expert consulting firms along with other executive leaders in the IT department to determine the most appropriate organizational structure with the newly formed department. The environment was a difficult one to navigate. I came back into the IT department as assurance manager with three focused services and reported to Ryan. Ryan focused on successful projects and an organized portfolio management worth approximately $370M with 74 program/project managers and many business analysts. There were up to 108 project sponsors with up to 229 active projects at any given time spanning 25 departments. Ryan’s task was enormous and at the same time consolidation was happening many projects were relying on new platforms spinning up as the applications group was building their knowledge centers and was exasperated by many staff slow to transition to their new roles. Ryan promotes a customer centric focus. Ryan does the right thing, even though the right thing may not be popular, he will stand up for what he believes is right every time. Even though the consolidation forced challenges, Ryan continued to provide customer service and support his people in a demanding and challenging environment with a large amount of volatility. When faced with tough problems, Ryan brought in his Enterprise Architecture, PMO, Portfolio, and Business Analyst managers to collaboratively problem solve. Ryan supported a greatly needed function in the organization for the people side of change by hiring an expert in the organizational change management field and supporting the training and use in projects. Despite a very challenging environment, Ryan’s organization continued to succeed in major initiatives including new data centers, Courts option analysis/procurement, democracy voucher implementation, a new Police record management system, and the permitting and inspection platform among many others.
