Project Manager - Real Estate Development Division. The Real Estate Development Division’s (REDD) primary function is to complete the acquisition, finance, and pre-construction stages of affordable housing development. After REDD assesses the viability of acquiring land, the department begins a multi-faceted due-diligence process. If a prospective development is deemed feasible and aligned with Cabrillo’s core goals, REDD works to secure funding through a variety of public and private sources.
