Unopposed in 2023.Drafted and passed legislation including new land use procedures chapter and outline of new Unified Development Code, unified title for civil enforcement of the entire municipal code, new code chapters for delegation of contracts authority, acceptance of donations, and strategic plan for tourism promotion.Spearheaded affordable housing sales tax measure that passed with 56% of the vote to fund three low-income housing projects.

Managed tribal planning functions, capital facilities, and vehicle fleet. Purchased and sold multi-million-dollar properties and performed associated due diligence. Managed tenant improvement projects for 4,000 sf of office space, $1 million comprehensive interior remodel of Head Start building, $2.5+ million in CARES Act-funded capital projects. Designed and permitted a 15-unit affordable housing project, starting with site planning and including in-house performance of NEPA Environmental Assessment. Negotiated and drafted easements for utility services. Launched and coordinated multi-departmental project to completely overhaul the tribal code and policies. Managed wholesale rewrite of Tribal Council strategic plan and visioning effort.Drafted contract templates for vendor services, confidentiality, construction, and guest speakers. Negotiated and drafted agreement with neighboring property owners for shared sewer costs.

Managed a 30-person land use planning and permitting department as it performed the periodic update of the County's Comprehensive Plan, modernized its development code, and started the transition into performance management, digital records, social media, and online services.

Advised Planning Department on legislative and permit matters. Advised Planning Commission on legislative matters. Litigated code enforcement cases before the Hearing Examiner and Superior Court. Advised Public Works Department on water quality monitoring and improvement program and NPDES permit compliance.Wrote legislation and code language for adoption by the Board of Commissioners.Handled drug seizure forfeiture proceedings, mental health (ITA) hearings, and misdemeanor/gross misdemeanor criminal cases.Represented Skagit County in the four-year SSB 5248 Ruckelshaus Center process that developed the statewide Voluntary Stewardship Program.

Administered a $500,000 federal energy efficiency grant and launched the County's climate action initiative while simultaneously serving as deputy prosecuting attorney. Managed one full-time employee, multiple contractors, and two interns. Developed internal policy and community engagement program development, coordination, and implementation for improving internal energy efficiency and resource management. Managed nearly a million dollars in energy efficiency upgrades to county buildings; developed and managed successful Zero-Waste Events bin lending program; coordinated community taskforce to develop the County's Climate Action Plan; installed electric vehicle charging stations at county administration building. Wrote and obtained additional grants to support the initiative.
