Deputy Chief Administrative Law Judge
CurrentRegulate intrastate public utilities in WV. I hear and decide cases presented by public utilities seeking changes in rates, certificates of public convenience and necessity to build new utility projects, consent and approval to enter into agreements and conduct certain other operational functions, determine whether a utility's operation and practices are reasonable and lawful and hear complaints from consumers. Evidence is presented in the form of expert testimony from accountants, economists, engineers and attorneys. Evidence is also presented by utility customers, especially in complaint cases. I write procedural orders to develop and process the cases in a timely fashion and render written recommended decisions in cases with issues ranging from fairly routine to extremely complex. In the absence of the Chief Judge, I supervise other judges and hearing examiner and secretaries; proofread orders written by other judges and hearing examiner; and peform other supervisory functions as the Deputy Chief Judge, including participating in the process to hire new personnel.
