S.K. Moore is clergy with the United Church of Canada, having served as a chaplain in the Canadian Armed Forces (CAF) for 22 years. His operational tours include Bosnia during the war (1993), Haiti (1997) and the Kandahar Provincial Reconstruction Team, Afghanistan for research purposes (2006). The experience of engaging the religious leaders of greater Sarajevo left an indelible mark on his life. These were men of faith and leaders of religious communities, endeavoring to lead their people during a time of intense turmoil. Dr. Moore’s doctoral dissertation focused on the development of a practical theology emphasizing the role of chaplains engaging local religious leaders in an environment of deep-rooted conflict - a conflict studies application. Upon the completion of his PhD from the University of Ottawa / Saint Paul University, he joined the Canadian Army Land Warfare Centre, a military think tank within the CAF. For a three year period Padre Moore further developed his concepts within this futures environment with its emphasis on future operational environments: expeditionary, humanitarian and domestic. Concurrently with this assignment, he served as a Visiting Research Fellow with the Faculty of Human Sciences and Philosophy (Conflict Studies) at Saint Paul University, Ottawa, Canada. In June 2011, the CF Army endorsed his concept of Religious Leader Engagement (RLE) as a capability under development, now Policy en route to becoming Doctrine. He now serves on the Editorial Board of the Canadian Army Journal and is a member of the Peace, Justice and Strong Institutions Working Group of the G20 Interfaith Forum.

Doctrine Researcher / Writer
CurrentCAF chaplains enjoy a high degree of social capital in that they easily establish common ground with spiritual/religious leaders and their communities wherever they deploy. In recent years they have demonstrated the unique capacity of informing command of the nuances of the religious dimension within local populations in Areas of Operation (AO) – known as Religious Area Analysis (RAA). On occasion, chaplains have established relationships with these leaders, earning their trust, leading to greater understanding, cooperation and enhanced communication – Spiritual/Religious Leader Engagement (S/RLE). As capabilities, they have proven to be of value to command at strategic, operational and tactical levels. Joint Doctrine is now being written in order to capture the full impact of the RAA and S/RLE capabilities within Army, Navy and Air Force environments in Domestic, Expeditionary and Humanitarian Assistance Operations. The chaplain's operational role is salient to other government departments and agencies (OGDA) as well, due to their interface with civilian populations - whole of government (WoG) formulations. Further consideration will be given to the role of these capabilities relating to the whole of society (WoS) domain, as chaplains liaise on behalf of command with International, Non-Governmental, faith-based and host nation humanitarian organizations. Together with their WoG counterparts and security forces, these organizations comprise the public space of operational environments, shared with host nation populations.

CurrentReligious Leader Engagement is explored for its potential contribution to Peacekeeping, peace building and conflict resolution approaches as a means to mitigating and resolving conflict. Unique to this endeavour is the Royal Canadian Chaplain Service interfaith makeup, as the values and tenets of the Abrahamic faith traditions of peace, justice and tolerance infuse such endeavours among conflicting ethno-religious groups.

CurrentReligious Area Assessment (RAA) and Religious Leader Engagement (RLE) together comprise a chaplain operational capability now being integrated into the training environment of the Canadian Army. Annual participation on Writing Boards for religious terrain development and inject creation are essential aspects of this work. UNIFIED RESOLVE EX sees the RAA / RLE Writer collaborating with other 'White Cell' mbrs - the Comprehensive Approach. RAA and RLE factor into the various contexts presented by these Exercises, as advancing troops encounter true to life situations known to regions where religion permeates the public space. As such, greater granularity of the religious domain is brought to bear as chaplains and troops alike prepare for deployments to today's Areas of Operation.

Served as an External Fellow affiliated with the Centre for International and Defence Policy, Queen's University, Kingston, Ontario, Moore from 2017-2019. Research was focused on developing the concept of Unarmed Strategic Forces. These would be unarmed mil / civ mbrs with training in communication and process skills, engaging local leaders in conflict zones where negotiation / mediation may be the better option to resolving conflict, as opposed to the use of force.

From 2015-2017, Moore was a member of the Research Team of the Understand to Prevent (U2P) initiative. This involved mil / civ researchers from ten NATO and NATO Partner nations. Led by the Development, Concepts and Doctrine Centre (DCDC) of the Ministry of Defence, Shrivenham, UK. Other team members represented the US, Canada, Netherlands, Austria, Norway, Finland, France, Germany and Sweden. Theoretically, U2P drew on the peacebuilding work of Johan Galtung (Norway) and John Paul Lederach (USA) both esteemed and internationally recognized scholars in the peacebuilding domain. Regardless of where a conflict may be in its cycle, the aim is to engage leadership at all levels of society spanning local, mid-level and national leaders in an effort to understand the conflict from their perspective and respond accordingly—truly listening and hearing. This depends on building relationships of trust - and then networks of such relationships. Training select mil mbrs in mediation / negotiation is key to precluding / resolving conflict. This capability has every potential of coming of age in military circles resonating well with Religious Leader Engagement (RLE). Moore joined the U2P2 research team at École Militaire in Paris in late Jan 2016 where RLE was formerly integrated into the research. In April 2016 the U2P2 research team participated in the 10-day CJSE16 EX with the Multi Capability Development Campaign (MCDC) initiative out of Enkoping, Sweden. RLE was incorporated into this EX. An Understand to Prevent Handbook was published in 2017 and is now being circulated throughout NATO and EU nations for further consideration.
Presenter / Directing Staff International Civil-Military Relations Course
UNTSI has incorporated RLE into their International Civil-Military Relations Course curriculum for each of their annual serials since its inception in 2011. In addition to an in depth presentation on RLE, Nov 2014 included presentations on Religious Extremism, an ISAF Case Study (RLE), discussions with both Jewish and Muslim communities / leaders at a synagogue and mosque in Dublin, and a session on RLE with the Command and Staff Course Candidates at the DFI Staff College. Two weeks of instruction is followed by a Field Exercise where RLE scenarios become part of the overall training. Actors play a number of roles inclusive of influential local religious leaders, giving candidates opportunity to engage this strategic aspect of operations. The new Civil-Military Relations doctrine enshrines RLE as per NATO standards and is now being integrated into other training, e.g. Cultural Awareness Workshops.
Director Of Development Integrative Peacebuilding Graduate Diploma Initiative
Developed a five-course Graduate Diploma Program in Integrative Peacebuilding. Being federated with the University of Ottawa, the School of Conflict Studies at Saint Paul University sought and received accreditation for all five courses, as a precursor to implementing the program. The concept features a hybrid approach of in-person and online instruction designed to provide necessary skills for soon-to-deploy military, government department / agency / NGO community personnel on international missions. The five courses are to be offered in pilot format starting the fall of 2016.
Chaplain Researcher / Directorate Of Land Concept And Design (Now Canadian Army Land Warfare Centre)
During my three years with the Concept Cell of, what is now, the Canadian Army Land Warfare Centre I brought forward Religious Leader Engagement, which was endorsed by the Army as a new capability under development for operational environments: expeditionary, humanitarian and domestic. Concurrently, I served as a Visiting Research Fellow with Saint Paul University, Ottawa Canada. In 2013 RLE Policy was struck with Canadian Armed Forces Chaplain Services followed by a RLE Doctrine Note with the Canadian Army. Chaplain training is underway through the Canadian Army Doctrine and Training Centre (CADTC) and the Chaplain School and Centre.
