Owner Engineer (OE) for project Vietnam-in Nghi Son 2 thermal power plant is a 1,330MW coal-fired power plant responsible to:- Verifying contractor’s correct and complete implementation of all Construction Contract, erection, pre-commissioning and commissioning requirements, legal requirements, procedures, plans, standards and regulations as it relates to the discipline.- Reviewing Electrical , instrument and control design drawing.- Reporting to the Site manager and Commissioning manager. Alerting of the critical construction, erection, pre-commissioning and commissioning issues.- Reviewing construction, erection pre-commissioning and commissioning procedures, method statements and inspection and test plans (ITP) for compliance with the Construction Contract and Owner approved design drawings.- Verifying contractor’s use of approved drawings, documents procedures, method statements and inspection and test plans (ITP) during construction, erection and pre-commissioning of the plant.- Reviewing System handover package.- Participating in applicable start-up system handover walk downs.- Verifying that discipline relate construction, erection, pre-commissioning and commissioning deficiencies and defects are defects are identified in the punch list.- Inspection of all filed instrument work and all control system work such as a loop test, function test, tuning etc.- Verify PLC and DCS functional programming against plant control philosophy- Resolving technical issues relating to inspection records and test reports- Participate in all regular and ad-hoc meetings related to the C&I activities and commissioning activities- Participating in site daily and weekly planning meetings.

Vietnam - Vinhtan4 Extension Thermal Power Station

The 1800 MW Vinh Tan 4 thermal power plant project consists of 3 units, Complete Super Critical Boiler island, 3no’s of 600 MW Steam Turbine Generators & ESP,BOP scope on EPC basis with Doosan.Responsibilities:• Participate in the projects in basic engineering, field instrumentation engineering, testing and commissioning as integral part of the turbine control system.• Responsible for hardware and software issues regarding the Turbine control system (Main steamTurbine Toshiba Tosmap & BFPT Turbine Ovation Emersion) including: supervision of theinstallation of the I/O cabinets, Process Station (PCS) cabinets, Engineering Workstation (EWS),Operator Stations (OPS); network wiring and configuration; communication with other systems –turbine governor controller (EHC), automatic voltage regulator (AVR), turbine vibration monitoringsystem (VMS), creating new graphic displays and modifying existing ones, trend displays;implementation of the application software according to the existing functional and controldiagrams; modification of the existing software application programs; system troubleshooting;preparation of circuit diagrams, functional diagrams, control diagrams; updating thedocumentation with the modifications done during the implementation of projects; providetraining for operators and maintenance personnel.• Loop checking and logic tuning.• Functional Test procedure writing and conduct test for each system witness by End user.• Co-ordination with all Vendors during the SAT, Commissioning, Start-up & contractual tests.• Involvement in walk downs, punch list clearance.• Conducts and directs TCS/PLC testing, programming and verification.• Commissioned following system:✓ Governing system✓ Over speed testing✓ Turbine vibration monitoring system✓ Turbine driven boiler feed water pumps.✓ Turbine lube oil & Turning gear system✓ Generator seal oil system & hydrogen cooling system✓ Calibration of governing valves.
