I met Rep Mia Gregerson in 2019 while preserving OneAmerica’s Low-Power FM license. We began a dialogue about communications infrastructure and equitable community development. We saw an opportunity to pass elements of Senator Patty Murray’s Digital Equity Act. E2SHB 1723 passed three years later with $55.9 million allocated through the WA State operating budget.· Co-leadership of the WA Digital Equity Partners Coalition (primarily public state agencies). Bill development and advocacy for HB 2313 (a trailer bill for E2SHB 1723) and HB 2327 (a revenue bill). · Bill development and strategy for HB 2414, the first version of the WA Digital Equity Act in 2020, which led to funding a digital equity team for the Washington State Broadband Office.· Proposed and organized the Internet Access Crisis Team (I-ACT) to coordinate COVID-19 pandemic response among public agency, tribal, local government, and community leaders.· Introduced the Digital Navigator model to state leadership and worked to secure an initial $7.5M for grantees administered by the Broadband Office.· Bill development on HB 1365. Scored Digital Equity & Inclusion Grant applications. Advised the EdTech Digital Equity Committee at the WA Association of Educational Service Districts on their digital equity strategy and digital navigation online course design.

· Responsible for integrating digital equity into existing broadband infrastructure advocacy. · Fostered a learning community with awareness of shared digital equity language, concepts, and data. · Designed and produced ten one-hour workshops on digital equity themes and hosted opportunities to connect across the network. Each one was attended by 60 to 80 participants.

Creating a statewide strategy toward a vision of diverse access and representation focused on dismantling structural and interpersonal racism in Washington State. Organizing included:Coordinating with and offering vision to partners on the Digital Equity Learning Network of King County Steering Committee, State Broadband Office Connectivity Strategy Team, Workforce Development Councils, and the EdTech Digital Equity Committee at the Association of Educational Service Districts.Managing communications and engagement with diverse constituencies, including to students at Penn State and University of Florida State University about equity advocacy, and National Telecommunications and Information Administration (NTIA) public comment on Infrastructure Investment and Jobs Act (IIJA) implementation by 500 stakeholders.Conducting outreach and building alliances, such as through designing the Inclusive Data/Black Brilliance Research Project presence at National Digital Inclusion Alliance’s 2022 conference.

Building trust and organizing collaboration with underserved communities by centering people with lived experience toward a strategic vision of digital justice. This work included:Led and organized the spread of the Digital Navigator model with 60 digital equity practitioners, and consulted with King County Library System to build their custom Digital Navigator program.Routinely organized community engagement and evaluating strategies, such as facilitating working groups (Digital Navigators, Digital Equity Coalitions, and Digital Equity for English Language Learners); produced regular community calls with guest speakers; and managed rapid member expansion (from 250 in April 2020 to 530+ in February 2021).Consulted on digital equity strategy and design for the Migration Policy Institute/state offices of immigrant and refugee affairs, New York Digital Inclusion Fund sponsored by Schmidt Futures, Google Digital Navigator grants, Connecticut State Library grants, Rural LISC Digital Navigator program design, Salt Lake City Public Library, and the City of Sioux Falls digital equity design process in collaboration with Roberto Gallardo at the Purdue Center for Regional Development.Facilitated the production of content for the 2020 and 2021 national conferences (online).

I served on the regional (6 years) and national boards (2 years) of the Alliance for Community Media (ACM), their Inclusion Equity and Engagement caucus, and lead a communications work group in support of Congressional oversight of the FCC. ACM is a membership organization representing 3,000+ Public, Educational and Governmental (PEG) access organizations and community media centers throughout the country. We are one of several national organizations asserting that cities should have local authority over their infrastructure and that there should be a public interest component in every iteration of communications infrastructure. To this end, I organize a national ACM communications working group to support Congressional advocacy for FCC oversight. I co-hosted two Hometown Awards, ACM's awards show recognizing quality and breadth of PEG community service and style. With the NW regional board, I've led the strategic programming of three conferences where we convened mission aligned media organizations across multiple platforms as community media evolves into a new generation of leadership and policy opportunities.

Consulted for OneAmerica’s new multilingual community radio station at a local community college. Hired by CEO as part of “doer” program, co-designing a unique new role allowing this international event management company to champion key social issues, community media access, and digital inclusion initiatives• Designed and led the “National Make Radio Challenge” (and related media campaign) to support a national movement and raise awareness around non-profit radio opportunities; the year-long initiative included media events in multiple cities and launch at SXSW with corporate sponsors, nonprofit thought leaders, and artists. • Revived the “National Radio Day” concept and engaged 35+ low-power radio stations in promoting a more unified media landscape and radio ecosystem throughout the country; launched a social media effort that led to a trending Twitter campaign two years in a row and also created a website to showcase participating stations• Led the LPFM Accelerator Pilot, securing funding from 4Culture and Seattle's Office of Arts & Culture to help them build volunteer systems, community engagement strategies, and fundraising programs using a race and social justice lens; developed a Puget Sound cohort and learning community of ~15 stations, securing positive media coverage in major outlets including the New York Times• Co-founded the Seattle Globalist, a community media project incubated at University of Washington that involves the strategy/design/funding of a new hybrid online news outlet in conjunction with participatory media• Initiated Upgrade Seattle (campaign for municipal broadband) and Seattle Youth Media Educator’s Network• Co-organized WA State’s first Digital Inclusion Conference, three regional community media conferences, and numerous other panels/intensives at relevant conferences
