Kabul

Afghanistan

In this role, I was responsible for overseeing the governance portfolio, which encompassed Rule of Law and Human Security, Anti-Corruption, Peace initiatives, Elections, and Gender Equality projects. I established and managed partnerships with various entities such as other sister-UN agencies, government entities, regional institutions, and key donor partners to advocate for, promote, discuss, and share information on policy issues. This was aimed at enhancing the impact of policies and projects, as well as improving the delivery of results. Additionally, I oversaw in-depth analyses of political, social, and economic trends and took the lead in formulating, managing, and evaluating programme activities within the unit to ensure their effectiveness and impact.

The Gambia

● Assisted in updating audit manuals, guidelines, and supporting documents ensuring that the NAO’s audit practices were aligned with AFROSAI-E and international standards and best practices.● Developed a Training Needs Assessment and produced a comprehensive 3-year training and capacity-building plan for professional staff, outlining specific training programs, workshops, and seminars that should be provided to the staff to enhance their skills and knowledge in key areas of audit practice.● Mentored audit staff in their personal and professional development activities, including ensuring that good practice was established and maintained in the conduct of audit work. ● Assisted in the design and delivery of stakeholder and communications events to raise the profile and image of the NAO.

Ghana

I delivered technical assistance to the Controller and Accountant General’s Department, on behalf of the World Bank, as a part of the Ghana Integrated Financial Management Information Systems Project, valued at $60M.Accomplishments:● I developed a treasury single account for the Ghana government, in partnership with the cash management team, leading to the rationalization of over 6000 bank accounts into 100 accounts.● I built a core team within the Chief Treasurer’s Department, resulting in the production of twelve months reconciliation reports, marked as satisfactory within the audit.● I played an integral role in designing a results-based monitoring and evaluation framework for use with project components, drafting quarterly reports.● I pioneered detailed alteration plans to achieve compliance with International Public Sector Accounting Standards.● I spearheaded the design of a computer-assisted audit techniques manual for the Ghana Internal Audit Agency, training 121 staff members.

Gambi

World Bank funded Technical Assistance (TA) to implement Integrated Financial Management Information Systems (IFMIS) - $20M project. I directed payroll and personnel file management, as well as analyzing financial documents per international standards and advising the Ministry of Finance concerning public financial management reforms. Accomplishments:● I enhanced productivity by training management, end-users, and other key staff in the core applications.● I created Customer Requirements Specifications for use in reports development.●I pioneered the rollout of Integrated Financial Management Information Systems across 22 ministries, departments, and agencies.● I supported the establishment of a core financial management team at the Accountant general's office, improving accounting systems and financial control practices.● I led the review of the Budget Management and Accountability Act and the Financial Instructions Manual, resulting in the current Public Finance Act (2014).

Monrovia, Liberia

The Gambia

I managed twenty-three staff members and all aspects of finance and procurement, as well overseeing IT, logistics, and administration. Furthermore, I developed core variance and other project financial reports, as determined by the Country Director and United Kingdom head office. Also, I supervised the drafting of financial statements, cash flows, external auditing procedures, the implementation of audit recommendations, and representation of the Credit Union at meetings. Recruited new staff members, liaising with the head office on international staff-related issues. Accomplishments:● I developed relationships with donors and partner development managers with regards to external grants, creating financial reports.● I spearheaded the Gambia is Good project, a community business project that was nominated for a World Travel Award.● I oversaw several projects, funded by the World Bank, European Union, Big Lottery Fund, United States Agency for International Development and other donors.

Republic Of Liberia

I supervised the Cash Management Secretariat, overseeing ten staff members, including the Deputy Director, as well as four accountants. Furthermore, I provided technical advice to the Ministry of Finance with regards to the Government Economic Management Assistance Programme. I created weekly and monthly expenditure reports, as well as financial statements that complied with International Public Sector Accounting Standards. Also, I reviewed the Public Financial Management Law. Accomplishments:● I was elected as the secretary for the Cash Management Committee.● I led drafting and execution of the Government Finance Statistics chart of accounts for the Liberian government.● I held co-signatory powers and inspected payment vouchers and purchase orders paid from the consolidated fund.● I played integral role in the project management team, overseeing the implementation of Liberia’s Integrated Financial Management Information System and drafting an operations manual for the system in 2011.

Gambia

A World Bank Technical Assistance (TA) for the implementation of Integrated Financial Management Information Systems (IFMIS) - $20M project. I monitored project risks, creating solutions for areas of concern. I verified that department practices, documents, and standards met international requirements, especially IPSAS. Furthermore, I advised the department on budget execution, public financial management reforms, capacity building, and the enactment of poverty reduction strategy papers, improving the oversight of finances within the public sector. I supervised the training of staff and management on the Integrated Financial Management Information Systems solutions, accounts processes and reports.Accomplishments:● I pioneered the drafting of accounting manuals, as well as instruction on and application of these within the department.● I streamlined and trained the core financial management team, ensuring successful accounting systems and budget controls.

Gambia

I led the Finance Department, including two accountants and four assistant accountants. In doing so, I created and amended budgets for annual expenditure in conjunction with the Finance Manager and Director of Operations. This assured that finances were used effectively for growth. Furthermore, I recorded accurate financial information and streamlined financial processes to enhance productivity. I oversaw the allocation of funds, cash management, and adherence to predicted expenditure (program and unit level), problem-solving areas of concern. Also, I managed predicting cash flow and commitment analysis, reporting to senior management on cash flow information.

Gambia

I managed the creation of monthly management accounts for budget holders and senior management. Furthermore, I directed external grants, as well as solving queries from budget holder and sharing financial information where needed. I produced various reports as requested by senior management and shared support with negotiations, decisions, and implementations. Furthermore, I oversaw the unit’s fixed assets register. I trained budget holders to support budgetary and financial controls. Also, I supervised the assistant management accountant and other junior clerks.

The Gambia

I updated the purchase ledger and bank reconciliation statements. Furthermore, I managed the company payroll, as well as reconciling staff loans and advance accounts. I created summaries of aircraft handling income, as well as investment, financial, and budget analysis reports. Furthermore, I aided the finance manager with the preparation of financial and budget statements.
