Serve as the deputy to FMCSA’s Chief Technology Officer to provide high quality systems and services in support of Registration, Inspection, Compliance and Enforcement regulation and strategic initiatives targeted to reduce accidents and fatalities related to large trucks and buses. Supervisory responsibility of overseeing and directing a staff of 41 IT professionals, including 7 direct reports, and management of $63M of annual IT spend through a portfolio of inter-related projects for over 25 mission-essential IT systems and IT shared services.

Manage software development, maintenance, operations and maintenance (O&M), and customer support activities related to the GSA Real Estate Exchange (GREX) – a mission-critical, web-based lease acquisition application for the PBS Office of Leasing that provides PBS, delegated agencies and national brokers with task-based workflows and reporting tools to manage the complete lifecycle of the leasing transactions. Accomplishments include:► Revamping the end-to-end software development life cycle, including integrated Quality Assurance, from a traditional waterfall approach to agile scrum supported by JIRA as the primary management tool. Since January 2018, the development team has improved delivery cadence for maintenance releases from monthly to biweekly while reducing the defect density by over 80 percent.► Delivering modernized version of GREX in March 2019 that delivers a more user-centered system for the leasing community. The modernization effort also involved: (a) Database migration from Oracle to MySQL community edition aligned with GSA’s objectives to realize cost savings; and (b) migration of over 2.1 million documents to streamline user experience.► Implementing an incident management process based on IT Service Management (ITSM) best-practices and dashboards using Google Sheets to strategically use data to drive decision-making and provide complete transparency into GREX operations. ► Selection for the Executive Potential Program (EPP) through the Competitive Development Program (CDP).► Receiving 2018 GSA IT Award for Excellence in Innovation for work on the Robotic Process Automation (RPA) Working Group.► Representing GSA as a speaker at the following events: (a) AppianWorld 2018 - Making Agile Real; (b) Appian World 2019 - Enterprise Applications Using Appian; (c) XP 2019 - Data Visualization for Problem Solving; (d) Agile2019 - Shorten the Feedback Cycle; (e) AgileDC 2019 - Agile Without Labels.

Applies understanding of the technology landscape, including emerging technologies and trends, and federal government contracting lifecycle to develop and present solutions to the customer that result in efficient operations, value for the customer, and business growth for the organization.► Led the corporate initiative to successfully achieve ISO 9001, ISO 20000-1 and ISO 27000 certifications for processes related to quality, IT Service Management and Information Security, respectively.

Provide implementation support in customer-facing roles to implement proposed technical solutions within operational constraints to achieve high customer satisfaction. ► Provided subject matter expertise for Software Development, Business Process Reengineering, IT Service Management (ITSM), Program Management, IT governance, and Enterprise Architecture to Federal Government and Commercial customers.► Designed and developed technical solutions for business requirements, including Life Cycle Logistics Management, aligned with DISA-First, Cloud-First, FDCC, FISMA, FITARA, FEA and DoDAF standards. Leveraged state of the art tools and technologies, including Open Source technologies, mobile device/application management, microservices supported by API-first architecture and data analytics platforms, to deliver value services.► Led solution and proposal development, including technical, management and pricing solutions for winning bids of over $30M per year in single-award contracts and over $7B in Indefinite Delivery Indefinite Quantity (IDIQ) awards for both Defense and Civilian agencies.► Established and led DMI’s Task Order Response Center (TORC) responsible for responding to all Task Order requests released under DMI’s existing IDIQ contracts, including CIO-SP3. Managed an ITSM project portfolio of over $7M in P/L responsibility for Fortune 500 companies, such as Marriott, Time Warner Cable, CISCO and Morgan Stanley.

Managed over $15M in P&L responsibility. Accountable for all phases of IT Programs from inception through completion, including project planning, negotiating scope changes and resource allocation, exercising full authority to act for Powertek on all operational matters. Supervised, directed and evaluated staff of over 100 geographically dispersed IT personnel providing Service Desk Tier 1/2/3, Data Center Operations, IT Security, Server Operations and Network Operations support to DoD and Civilian customers. Managed Tier 1, Tier 2 and Tier 3 support for corporate IT infrastructure, including Email, Storage, Enterprise Applications, Collaboration portals, Telecommunications and Video Conferencing, Network Connectivity, and Remote Access.

Managed technical infrastructure support services for Radiation Epidemiology Branch (REB) at NCI, including but not limited to Tier I/II support, conference setups, hardware procurement, software licensing and procurement, knowledge management, technology integration, and training.► Managed an annual IT budget of over $100K to manage infrastructure support services.► Implemented IT asset management and financial management processes for REB.► Awarded for producing information sources to present research data, e.g. web sites, posters, brochures and newsletters. Proposed, designed and developed the website for U.S. Radiologic Technologists Study to eliminate $60K/year in costs to provide updates to 140,000 participants.► Designed and developed the official website for International Collaborative Study for Leukemia and Thyroid Cancer resulting from the Chornobyl nuclear accident (Chornobyl.cancer.gov).
