• Provide direct management and oversight of Construction, Engineering and Environmental components of Community Support Program (CSP) activities.• Provide direct management and oversight of Architecture and Engineering design firms as well as Environmental compliance firm to ensure proper implementation of the Community Support Program (CSP) activities.• Review and assess engineering designs, cost estimates, schedules, and technical scopes of work for proposed construction projects for quality and feasibility. • Lead the Tender Evaluation process for all the construction related activities.• Provide direct management and oversight for all Contracts related to construction activities. • Prepare, Review and assess Environmental Review and Assessment Checklist (ERAC) for each CSP activity, advise on Environmental Mitigation and Monitoring Plan (EMMP) to ensure CSP activities compliance with international and local Environmental regulations as well as USAID Environmental compliance. • Conduct Initial Environmental Examination (IEE) to assess CSP activities environmental level of impact and advise accordingly on the environmental processes, including EMMP, Environmental Assessment (EA), or Environmental Impact Assessment (EIA) to ensure compliance with international and national environmental standards (MOE decrees and decision). • Establish Quality Control/Quality Assurance Manual for the overall CSP activities.• Establish evaluation criteria and lead the annual pre-selection process of construction subcontractors and make technical recommendations for award.• Verify that construction subcontractors obtain and maintain all required permits. • Ensure construction subcontractors adhere to established work plans and submit deliverables on time and in accordance with technical requirements.• Ensure all necessary compliance documentation, including environmental monitoring and mitigation plans, are completed for each construction project.

Management:• Act on behalf of the Area Manager in coordination with the local authorities.• Represent UNDP in the field.• Support the Area Manager in the supervision of the implementation of all UNDP activities in the area.• Act as a liaison with donors, stakeholders, partners, UN agencies, INGO/NGO, local authorities and actors in the area.• Support the Area Manager in the performance evaluation of the area personnel.• Support the Area Manager in the strategic thinking and vision, in addition to delegate staff for new tasks.2. Activities:• Engage actively in the planning and implementation of the Mapping of Risks and Resources (MRR) process for the preparation of municipal action plans through a participatory approach process.• Provide substantive support to the Area Manager in the elaboration of a comprehensive UNDP intervention plan for the area through the identification of thematic projects based on MRR results.• Undertake the planning of all field coordination work to ensure smooth partnership with local authorities and beneficiaries of the Lebanon Host Community Support Project (LHSP) at large.• Establish and maintain positive working relations with municipalities and relevant community stakeholders to ensure cooperation and success of project implementation.• Under the guidance of the Area Manager take the lead in organizing all field missions requested by CO management and Donors.3. Security Focal Point:• Take the role of the Security Focal Point for the Bekaa Area.• In conjunction with the Security Associate, responsible for keeping the Country Director informed of security related issues, and/or any security emergency incident/situation.4. Other tasks• Manage and administer all contracts related to projects.• Keep accurate records and archives of all projects/activities, including financial records, data, pictures, reports, correspondence and minutes with respective municipalities and contractors.

Maintenance of effective coordination mechanisms at field level • Support the relevant sub­national authorities to ensure appropriate coordination of all E&W Sector activities, partners and stakeholders. • Establish/maintain forum(s) that facilitate the effective and efficient coordination of all activities of the sector.• As appropriate invite these stakeholders to participate as partners in the work of the sector.• Convene and facilitate sub­national meetings of the sector (and/or joint meetings with another sector), on a timetable to be agreed by the sector.• Ensure that sector coordination meetings are well managed and action and results oriented, with decisions clearly communicated to relevant sector partners and stakeholders. • Support the Interagency Coordination body to establish and maintain appropriate field based Cross sector coordination mechanisms. • Represent the sector in cross sector coordination for as appropriate at sub­national level. 2. Preparedness and capacity of E&W sector members at field level is effectively established and strengthened • Support sub­national capacity mapping and gap identification exercises. • Identify training needs of field based sector partners and report to the national coordinator.3. Participate in sector wide needs assessment and situation analysis, prioritization of program intervention and sector planning • Participate in field based joint cross sector needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence based as possible.4. Ensure integration of cross­cutting issues in all field coordination activities 5. Application of standards, guidelines and good practice 6. Information management, monitoring, evaluation and reporting is effective and timely to ensure Sector performance against objectives and outputs 7. • Lead field and supervise activities related to construction / rehabilitation of water and sanitation infrastructure undertaken by Mercy Corps in WASH program target areas in Bekaa, South and Mt. Lebanon. • Planning WASH infrastructure development programs and activities with local authorities and union of municipalities. • Support all rehabilitation and construction activities with improved coordination and timely technical inputs in order to effectively meet completion target.• Developing and reviewing the necessary technical designs and tenders, procurement plans for the WASH, schools, agriculture infrastructures, and ensure their compliance with the national standards and donors regulations.• Maintain close coordination with relevant staff of Water Establishments and municipalities during rehabilitation/construction works on public water and sanitation facilities.• Advice and inform management, departments and Members on technical issues as part of the decision making process for technical direction and procurement of new systems.• Design training modules and impart training to operators and caretakers of rehabilitated systems. • Preparation of monthly progress reports and project completion report on relevant rehabilitation/construction activities undertaken in the respective district. • Manage and maintain the project estimation and implementation within budget, clearly identifying any potential growth requirements.• Ensuring that Mercy Corps Lebanon is able to deliver comprehensive water and sanitation interventions that meets the urgent and long term needs and that align with the national polices and WASH Strategies and objectives.• Negotiating with external suppliers to resolve often highly technical or contentious issues and conflicts to ensure that projects and work packages are delivered on time and within budget.• Developing and reviewing Mercy Corps Lebanon policy and implementation processes.

Design, management and construction of several Turn key power plants project (simple and combined cycle) in Saudi Arabia, Yemen and Iraq including Proposal, Pricing, Design, Engineering, Construction, Procurement, Operation, testing and commissioning of the project.
