Cabinet level administrative position. Provide direct management, supervision and oversight to 10 administrators and 623 employees in the following programs; Related Services (school psychologists, speech & language, hearing support, vision support, audiology, orientation & mobility specialists), Advanced Clinical Services, Home and Community Services, School Based Access, Early Learning Resource Center, 21st Century Community Learning Centers, Migrant Education Program, Head Start, PreK Counts, Early Intervention, 1306 Facilities (CCYC, Prison, Devereux, CHOR), contracted special education supervision, Homeless Initiative, and the Young Parents Program. Oversaw educational services at school based mental health/partial programs (CHOICES, Changes, Impact/Insight). Was responsible for Penn Data submissions and the supervision of TaC staff (Behavior, Interagency Coordination, Assistive Technology, and Parent Liaison). Acted as LEA and provided oversight of educational services, PDE 4605 acknowledgement, and billing for all 1306 students (average daily enrollment of 350 students) residentially placed at the Devereux Foundation’s residential treatment facilities located throughout Chester County. Lead the development and implementation of the ATTEND (School Refusal Program). Worked collaboratively alongside a group of multidisciplinary professionals to develop the ATTEND program model based on best practices, developed a budget, marketed the program to member districts, and provided direct supervision and oversight during program implementation. Supervised all aspects of the CCIU’s AEDY program (STEPS) and special education program (Options) located at Chester County Learning Center. Developed a comprehensive school-wide behavior support system that included a data review /teaming process, created a comprehensive assessment protocol for academics and behavior, implemented the Classroom Diagnostic Tool (CDT), provided staff training and ongoing supervision in IEP development, significantly improved the quality of special education documentation and compliance, updated progress monitoring procedures, implemented a transition course using Keys2 Work, developed crisis response protocols and worked collaboratively with the mental health team to implement research based programs for group counseling sessions.

Contracted Director of Special Education/cabinet level administrator for the Great Valley School District. Led the special education department, which included supervision and oversight of special education services K-12, psychological services, and 504 Service Agreements. Restructured the department to include an ACCESS Billing Clerk, which resulted in a significant increase in reimbursement of our special education expenses. Implemented an RtII framework for occupational therapy services, which resulted in a decrease in 504 service agreements and occupational therapy costs. Established, implemented and monitored procedural changes that had a dramatic and positive impact on the District’s compliance related to mandated special education paperwork. Partnered with the CCIU TaC staff to develop a comprehensive training module on student assessment, goal development, progress monitoring (including the use of AIMSweb), and data based decision making and intervention.

Responsible for the supervision of the district run Autistic Support Programs (K-12). Supervised the Alternative Education Program (ACCESS) and the In-School Suspension (ISS) Programs. Served as LEA for all Approved Private School and CCIU student placements (Approximately 140 students). Worked closely with students and families to transition Early Intervention students to school age services and provided CPI training to all relevant district staff on an annual basis. Provided formal staff development in the area of functional behavioral assessment and developing positive behavioral support plans to all special education staff (K-12). Provide formal staff development and ongoing supervision, consultation, and support in SRA Direct Instruction Programs (Language for Learning, Reading Mastery, & Corrective Reading). Managed parental disputes regarding educational services up to and including participation in resolution sessions, mediation, and due process hearings. Worked collaboratively with district administrators and teachers in preparation of 2009 PDE special education audit. Worked with all district stakeholders to open additional low incidence programs at the elementary level and middle school level to expand the district’s internal capacity to program for all students.

Worked in collaboration with district teachers as well as outside consultants to develop a manualized treatment model for the Emotional Support programs. Standardized academic & behavioral assessments as well as social skills programming in Emotional Support. Established relationships with private and public mental health care providers in the community and participated as a team member in the interagency process. Worked with PDE to secure 4010, contingency, and out of state funding. Provided CPI training to all relevant district staff. Managed parental disputes regarding educational services including participation in resolution sessions, pre-hearing conferences, mediation, and due process hearings. Worked collaboratively with district administrators in preparation of 2008 PDE special education audit. Worked with a team of district special education supervisors to develop the special services budget. Provided behavioral consultation on an individual and program level across all settings within the district.

Oversaw the school-wide implementation of the SRA Direct Instruction Curriculum, PLATO Web Learning, Strengthening Emotional Support Services Curriculum and the Prepare Social Skills Curriculum. Lead the development of the Beneto Center Professional Development Plan and provided direct training to staff members. Established accountability measures to monitor teacher/student progress toward student achievement. Worked in collaboration with staff members to revise the school-wide behavior support program. Established a procedure for developing, monitoring, and revising individual behavior support plans. Monitored the development of IEP’s. Supervised and evaluate over 40 professional and paraprofessional staff members. Developed and managed the program budget of over $3,000,000.00.

Was lead in implementing a Technology Literacy Challenge grant of over $350,000.00. Designed a long-range plan for the implementation of Goalview special education software throughout the district. Trained and monitored administrators and staff on the application of Goalview software. Worked with software designers to ensure compliance with state and federal special education regulations. Taught selected staff members to become Goalview trainers.

Developed school-wide behavior management system for emotional support classrooms. Collaborated with Behavior Specialist Counselor, Crisis Team, School Psychologist and Principal to establish the Emotional Support Program.

Responsibilities included overall management of a residential facility for 45 males ranging in age from 5 to 21 years of age with intellectual disabilities. Supervised and provided training to staff of 12 Residential Counselors and Therapeutic Staff Support personnel and evaluated employee performance.

Taught high school Social Studies, Math, Life Skills and Conflict Resolution. Initiated student government, giving students an active role in planning classroom and extra-curricular activities.
