About Sam Grader
M.S. in Management Science with concentrations in Enterprise Resource Management (ERP), Healthcare Analytics. CAPM - Certified Associate in Project Management, working towards PMP certification.My experience traverses time spent in IT, plus 5 years in the Healthcare sector, as well as a 15+ year career in the Social Services industry. Highlights include time with with Collin County Public Health Department and the Dallas Housing Authority. As a PM I have worked with small and large teams managing projects across departments for areas such as: website refresh/web hosting updates and changes, new equipment installations and management, video surveillance projects/updates, new commercial/business construction, project/program integration and management, software development, plus more.My healthcare experience was largely impacted by the onset of COVID-19 which had major impacts to public health initiatives. Oversaw 9-11 federal/State grants, adding 6 (for a total of 17) new grants during my tenure. Increased staffing from about 80 employees to around 120 during a two period. Develop new policies, procedures, and action plans for new and evolving programs. Worked closely with IT to develop online processes for electronic forms, registration and appointment scheduling. Developed processes to maximize the use of internal systems and establish an online portal for participants, Developed excel, SQL, and Access databases.As VP, I Successfully managed 100+ team members in a $150 million/year Housing Choice Voucher Program that serviced upward of 20,000 families. The DHA was considered to be in "troubled" status from the U.S. Department of Housing for Urban Development (HUD) and was under close scrutiny by the Office of Inspector General (OIG). During our first year we were able to address the systemic weaknesses and obtain High Performer status. A data driven approach helped to make proactive decisions to improve processes and procedures. Positions were reorganized, Performance Indicators were re-evaluated/updated, a primary software conversion was completed. Through leadership and team work - new initiatives were constantly developed in order to build morale and balance to the team. I pride myself in developing the appropriate mix of both the hard and soft skills necessary to be successful in the job market. I can take on the executive duties and/or quickly shift to a more hands on approach as necessary.
