Sam Harshman is an Assistant Vice President in Cleveland’s Financial Management area, a full-service finance function that handles the Bank’s daily Accounts Payable and Financial operations as well as the budget process, PACS cost accounting, CORE and management reporting, risk management and strategic planning.Prior to his current position, Harshman worked in a number of areas that demand strong management, financial and analytical skills. Since joining the Bank in 1969, he has supervised the mail function, coordinated the budget process, toiled as a senior internal auditor, has been part of a high-level operations research group, and has managed various functions within his current area.A strong believer in business process reengineering and performance management, Harshman has worked on a number of initiatives that involve process reengineering in the Cleveland Bank over the past 10 years. In addition, he has had the opportunity to lead or participate in internal and System wide benchmarking, metrics and review efforts designed to improve the efficiency and effectiveness of various operations. These efforts have included Check operations, Reserve Bank Information Technology, National Information Technology (FRIT), Federal Reserve Priced Services and support and overhead areas. He believes that these initiatives have improved the capability of the Fed to gain insight, lower costs and manage performance in these areas.According to Harshman, data visibility or transparency is important. “Accessing, analyzing, and sharing information helps organizations understand performance and leads to making better and more informed decisions for the future.” he said.
