Sam Malagon Email and Phone Number
I'm a full stack software engineer with architecture, devops, mlops, and machine learning experience. In the past I have built complex spatial software applications to give the military situational awareness to be responsive in real time to what is happening around them. I founded Navfeas (navigation feasibility) to bring these skills to aid environmental conservation and climate response. Our approach is developing low cost tools for data owners, data modelers, and decision makers to eliminate time sinks, protect privacy, and facilitate collaboration. Our ecosystem of tools accelerates environmental conservation and climate response by providing an easy to use data pipeline to fill the gaps for individuals already doing amazing things.

Ceo & CtoNavfeas Mar 2021 - PresentNavfeas (navigation feasibility) develops software and data systems to accelerate environmental conservation and climate response. We combine AI, GIS, planning and logistics to address problem spaces such as ocean data management, oceanic species modeling, sustainable fishing, dynamic ocean management, vessel speed reduction, and aquaculture operation management. As CTO I architect and develop our containerized react frontends with corresponding nodejs and python apis as well as implement the cloud architecture and development operations. Our services cover geospatial analysis, machine learning operations, and data management. We have a microservice architecture with NoSQL database and leverage Jenkins, docker, and AWS ECS for deployments. As CEO I work closely with our COO to develop marketing material, update our business model, meet with clients, validate market fit, and turn any feedback into engineering goals.Navfeas Consulting: I provide software architecture, software development, devops, and mlops for a couple AI industry partners. -
Lead Software EngineerBooz Allen Hamilton 2019 - Jan 2022Mclean, Va, UsDeveloping an application that aggregates a corpus of documents and provides a search engine using elastic, redis, and natural language processing. The application is composed of a react frontend, a node backend with passport auth, and a python machine learning api. I develop features on all parts of the stack, but a focus is building out the machine learning operations pipeline in the python api.Built out a containerized python machine learning api that trains and loads a MuZero model to act as an auto pilot for airborne radar systems. I built out the pipeline for developing and training the models as well served it on a webserver to be able to pass sensor state to the loaded model and have the model send commands back.Development Lead, built an application utilizing a serverless lambda function architecture in python. This application aggregates weather data from a variety of sensors in near real time and produces a set of products to be ingested by meteorological models or to be used in the field. Roles include: architecture, documentation, implementation, conveying progress to clients, and managing engineers using agile practice.Supported a high-performance computing facility that provides worldwide meteorology and oceanography predictions. I worked on the cloud migration of applications as well as the modernization of the software development pipeline. This included containerization of models, developing full stack features, building out devops pipeline with jenkins, and migrating command to Atlassian tool suite. -
Software EngineerDevine Consulting, Inc. Jun 2018 - Apr 2019Fremont, Ca, UsCoded React Redux for the Naval Research Lab (NRL). Part of a team that created a fully operational application for naval water space management. The application is a geospatial(esri) solution used to manage boat activity and identify conflicting spaces based on depth, location, and time parameters. I am the main contributor for the UI, communicating with our backend, creating all data input forms, data visualization and map manipulation. The application was migrated to a program of record.Worked closely with NRL scientists to create a geospatial(leaflet) flask application with native JavaScript UI deployed via FNMOC apache server. The application pulls weather data from FNMOC and generates excel and powerpoint flight weather briefs taking in a flight path(kmz/csv/xlsx), and take-off and landing information. I am responsible for the UI, converting it into a python api, and deployment/ DevOps. -
Software EngineerBooz Allen Hamilton Jun 2017 - Jun 2018Mclean, Va, UsCreated and developed two React projects. Implemented a portal with user authentication, S3 file upload, reading and generating excel sheets, and deployment options with webpack and babel. Brought on other developers and helped them get up to speed with React.Used Java, Spring and native JavaScript. Developed and deployed Docker containers on aws instances to do hardware and software stack comparisons. Using client data and our data generator we would stress the stacks and gather performance metrics on processing power allocated and database and webserver utilized. I optimized the data generator by parallelizing and batching all writes to sources such as MySQL, PostgreSQL, and Elasticsearch. Created the UI with dynamic timeline visualizations of the data as well as embedded visualizations from Kibana. -
Software EngineerNovetta Jun 2015 - May 2017Mclean, Va, UsCoded C#, .NET, and native JavaScript. Worked all over the stack for deployed intelligence, surveillance, and reconnaissance(ISR) software for the army. The product is a geospatial (openlayers), web based, solution which is an interface for a variety of sensors: cameras, radars, ground sensors, acoustic sensors, etc. I added features across the application including: refactoring a udp/tcp message router, created a parametric path movement simulator, and fully integrating sensors from their ICDs. Traveled eight weeks a year to sites for development, or support testing events. Additionally I wrote a paper, and implemented an algorithm that spatially orients all their supported cameras to be accurate at long distances.
