 Audit and develop recommendation for the SBE Inclusion and procurement contracts for Metropolitan Sewer District Oversee day-to-day operations of staff and management of procurement contractor for Cincinnati Public School Facilities Master Plan of 1.2 Billion infrastructure development Review statements of work to ensure they adequately describe requirements Negotiate with vendors to acquire products or services or to address technical requirements, cost/pricing, or other terms and conditions Responsible for monitoring and tracking of all contracting including:- Ensuring specifications and statements of work are prepared in a manner which adequately describes the government's requirements without restricting competition.- Advised technical personnel as to inadequate, ambiguous, or vague specifications to avoid government liability.- Performed review of recommended sole-source requirements and conducts necessary market analysis to test the noncompetitive assumptions of requisitions. Conduct public bid openings, reviews bids, and determines responsiveness and responsibility of low bidder in accordance with applicable regulatory requirements Research, interpret and analyze precedent decisions, apply laws, regulations, policies, standards, procedures to address acquisition issues.Resolve protests, mistakes in bids, late bid situations and coordinates with Cincinnati Public Schools for State of Ohio, City of Cincinnati, and Hamilton County Identify appropriate negotiation team members; formulates pre- negotiation objectives and facilitates the negotiation as the chief negotiator.

Oversaw day-to-day operations of staff and management of rental properties totaling $3.2 million dollars of real estate. Annual revenues exceeded$364,000. Responsible for site acquisition of rental properties and demolition and renovations of units. Administered employee payroll weekly, tenant approvals, evictions small claims settlements, accounts payables and receivables and loan selection. Developed and managed compliance program to meet City building codes and inspection standards. Established Stillwell Landlord Association in Roselawn to reduce gang presence in neighborhood and to attract and maintain quality tenants. (Membership included approximately fifteen landlords and investors).

 Organized, lobbied for, and introduced Blueprint for Success Initiative. Approved by City Council and currently managed by Cincinnati-Hamilton County Community Action Agency. Oversaw disbursement of $1.3 billion dollars throughout all levels ranging from public services, recreation, human services, public safety and capital development. Finance: Introduced annual budget agenda items, developed annual budgets, approved budget for fiscal year. Vice-Chairman of Small Business Committee for the City of Cincinnati. Developed, introduce legislation for the City’s Small Business Enterprise program. Facilitated relationship between Tried Stone Missionary Baptist Church and Allen Temple AME Church to form multi-million-dollar faith-based initiative to develop Villages of Daybreak in Bond Hill. Created/Led 2nd Chance Summit of Federal, State, Local Officials & Agencies Administrators with more than 100 participates to address Re- Entry barriers facing formally incarcerated Ohioans. Presented budget proposal to increase Neighborhood Services Program funding (NSP) to $12,000 for all fifty-two community councils. Proposal approved by City Council (2003). Cosponsored first and only Second Chance Summit: A Call to Partnership to address ex-offender re-entry issues. Over 1200 participants attended event. Organized separate policy forum for human resources executives and federal, state, and local elected officials and agency administrators to address policy issues relevant to ex-offender re- entry. Created first-ever City Council job-a-thon to identify and advertise 1000 summer jobs for area youth. Coordinated outreach to local companies and human resources executives for employment opportunities. Introduced Buy Cincinnati Ordinance to increase opportunities for localfund managers to participate in management of City’s pension retirement fund. Contacted area investment fund managers to explore interest in program. Ordinance approved by City Council (2005).
