Sam Sam Oeun has more than 20 years’ experience in social health protection, public health system strengthening, organizational and financial management, and community development. He is currently a Senior Social Protection Specialist at the General Secretariat for the National Social Protection Council (GS-NSPC), Ministry of Economy and Finance, Cambodia. His primary responsibilities involve reviewing, analyzing, evaluating, and providing policy options related to health and social protection; drafting the Universal Health Coverage (UHC) roadmap; supporting and coordinating the relevant ministries and institutions to implement the UHC roadmap; as well as conducting studies and research to support the development and implementation of health and social protection policies. Prior to serving with the GS-NSPC, he worked as the Program Director of Buddhism for Health from 2009 to 2020. During that time, he effectively managed the Social Health Protection programs – Health Equity Funds in 12 provinces and Community-based Health Insurance in Takeo province, providing poor and vulnerable people with equitable access to quality healthcare annually. Additionally, from 2014 to 2018, he served as a Senior Technical Advisor for the USAID Social Health Protection Project, where he led the process of establishing Community-Managed Health Equity Funds in 8 target provinces to complement national health equity funds, enhancing the accessibility of quality healthcare services for the most vulnerable population, including the elderly, people with disabilities, poor pregnant women, and those with HIV, and tuberculosis, using funds raised locally. Sam Oeun, a former Health Financing Technical Advisor for the Swiss Red Cross and Program Officer for Enfants and Development on Public Health Sector Reform – Contracting Health Services Projects between 2000 and 2008, which he made a noteworthy contribution to enhancing the provision of public health services in Takeo Province. In addition, he chaired the Cambodian Social Health Protection Association and co-authored multiple scientific articles on public health reform and social health protection. He holds a Master’s Degree in Business Administration (MBA) from the Royal University of Law and Economic Science in Phnom Penh. Additionally, he got additional professional trainings on Strengthening Social Health Protection Towards Universal Health Coverage, Health Equity and Leadership, Training of Trainers on Social Accountability Tools, International Approaches to Health Financing and Health Insurance, etc.
