• Lead development of the Council’s strategies and policies. Including production of the Corporate Plan. • Lead the Council’s approach and activity to deliver its commitments under the Armed Forces Covenant. Includes the development of the Council as an armed-forces friendly employer, improving delivery for service families and aligning collaboration with partners on the county’s Civilian Military Partnership.• Strategic lead for health scrutiny. Managing the programme of work for two health scrutiny committees; this includes the exercising of the health scrutiny power; referring matters to the Secretary of State for Health and Social Care. • Manage projects and programmes to deliver on corporate priorities including for example; community grant streams, business management reporting, partnership development and policy frameworks.

• Programme manage Oxfordshire’s Healthcare Transformation Programme to develop changes of a system approach to patient care. Including setting, managing and overseeing delivery of the Programme vision, governance, risk, assurance, PMO, budget, communications and engagement functions to deliver transformation. • Strategic planning of healthcare services to meet population and demographic growth. Promote system-wide, cross directorate, local authority and public health, provider and third sector working to ensure the development of effective care pathways.

• Design and deliver the organisational approach to strategic planning, performance management, risk management and programme management. • Delivery of the Corporate Plan, Departmental Plans and oversight Boards. Including Chairing of a ‘Strategic Coordination Group’ to coordinate strategic planning across RBFRS. • Managing the Performance Review function to feedback on organisational performance and risk and conduct internal audits.

• Lead and coordinate the delivery of a vision, aims and objectives in a ‘Sustainable Community Strategy’. Advising the Local Strategic Partnership (LSP) and Members of the Council on all matters relating to Partnerships. • Manage the negotiation and process for executing multi-agency agreements, including the Local Area Agreement which led to £3.2 million reward funding.• Manage the communications function for the LSP. • Undertake projects on behalf of the Council and West Berkshire Partnership on partnerships and economic development.

• Provision of innovative policy support for the Children and Young People’s Trust in respect of development, performance management and project management support. Including, management, production, consultation and dissemination of key strategic Partnership documents (e.g. Children & Young People’s Plan).

• Management, coordination and advice on the Council’s approach to community engagement activities, including writing of Community Engagement Strategy. Advice, guidance, design and use of appropriate consultation techniques across a wide range of policy areas (including quantitative and qualitative research techniques).

• Case studies conducted with four British local authorities to understand their internal policy making mechanisms and their interaction with central government, focusing on environmental indicators. • Research analysis and reporting on the use of Quality of Life measures in Community Strategies in Wales for the Local Government Data Unit.
