Sam is Consor’s Levees Technical Practice Lead. His responsibilities include leading the creation of a Levees Technical Practice and Water Resources Community of Practice, managing and providing technical support on dam/levee repair & improvement projects, initiating and supporting business development tasks for a nascent Water Resources group.Projects include: Merced County, CA, Storm Damage Embankment Repairs (FEMA Public Assistance Program); Warrenton, OR, Tide Gate Replacement (USACE-constructed levee); Walla Walla, WA, Watershed/Master Resiliency Planning; Oakland Airport Perimeter Dike Phase 2 Seismic Improvements.

The FMM Project is one of the largest Flood Risk Management (FRM) projects currently under construction in the United States. Once completed, the project will provide flood risk reduction for nearly 260,000 people. Sam led design teams, supported other project technical leads, and verified consistency between project teams and all Federal contracts. He coordinated with leadership and stakeholders on the project’s most critical issues and led through the complex working environment of new federal dam construction.He was the acting Technical Lead Section Chief from April - November 2023.

Sam managed a diverse portfolio of projects for St. Paul and Sacramento Districts, including Natomas Basin Reaches F&G Levee Improvements, FMM Project, Sandy Lake Dam Rehabilitation, Lower Sioux Indian Community Streambank Erosion Feasibility Study, Sandy Lake Fish Movement Study, and St. Croix Chippewa Tribe Embankment Study. He was the acting Tribal Partnership Program Manager from May - November 2021.

Sam was a Geotechnical Engineer and Technical Lead for a diverse portfolio of projects in the St. Paul and Vicksburg Districts, including Mississippi River Levee Improvements (MRL 543-L & 526-L), dam safety team lead for Periodic Assessments & Periodic Inspections, levee safety representative for nine levee systems (conducted over 50 routine levee inspections), FMM Project Southern Embankment, Lock & Dam 5A Technical Review Report, Lower Saint Anthony Falls Pipeline Repair Project, Lac Qui Parle Dam Safety Issue, and the Devils Lake Flood Risk Management Project. Sam deployed to Puerto Rico in January 2018 in support of a USACE Temporary Roofing Mission and to Baton Rouge, LA, in January 2017 in support of a USACE Temporary Housing Mission.

Sam conducted a two-year rotational assignment through USACE St. Paul District Engineering & Construction Division, Regional Planning and Environment Division North, and Programs & Project Management Division. He went on a temporary detail to conduct physical modeling of internal erosion at the USACE Geotechnical & Structures Laboratory (Engineering Research & Development Center, Vicksburg, MS).
