Samantha provided National Flood Insurance Program technical assistance to communities, local governments, and state and federal clients. She applied expertise in floodplain management, hazard mitigation, and risk communication to support the National Flood Insurance Program (NFIP), Risk MAP, and Community Rating System (CRS).

Samantha advocated for a community-centered, all-hazard approach to increase impact. Additionally, she was a floodplain management technical resource to rural and remote communities.

Manhattan, Kansas

Shortly after Samantha was promoted to a Planner, the community received their Community Assistance Verification (CAV) outlining over 40 floodplain violations required to be brought into compliance. Samantha worked diligently with property owners to remedy all the violations. This prompted Samantha to create community engagement material specific to common compliance issues. After closing the CAV, Samantha was passionate about the idea of creating a comprehensive floodplain management plan for the City -- as it faced riverine flash flooding, releases from a high-hazard dam and a levee system that protects only part of the community -- and began building partnerships to learn more. Additionally, Samantha built a Damage Assessment tool in ESRIs Survey123 for Risk Reduction staff to use in the field when responding to emergencies.

As a staff liaison to a city committee, Samantha wrote successful Transportation Alternative grant applications, coordinated amongst multiple city departments and external agencies, guided the development of a new Bicycle and Pedestrian Systems Plan, prioritized Safe Routes to School projects, and built support and organizational capacity for pedestrian and bicycle infrastructure.
