Worked closely with the Baker Forum to address and co-host a conference on Minority Rights in Muslim Majority countries and advised The Carter Center on the Syria Transition Project.

From 2012-2013 Samar served as ECD Assistant Commissioner for International Affairs under Tennessee Governor Bill Haslam. Her work in this position included managing Tennessee's global relations through the establishment of the International Division; creating a five-year international strategic plan for job growth among small-and medium-size businesses and start-ups; and opening and managing investment recruitment and export development offices in key locations around the world.

Samar worked as an adviser to the Department of Homeland Security in Washington, D.C. and in Doha, Qatar, where she focused on issues relating to national security.

In 2010, Samar was selected for the White House Fellowship, a program established by President Lyndon Johnson in 1964 to give young people the opportunity to work with the highest levels of the federal government and top-ranking officials to benefit their home communities. There, she served as an adviser on the senior staff of Homeland Security Secretary Janet Napolitano, where she focused on foreign and domestic policy issues relating to national security.

Samar worked as a corporate attorney with Hogan Lovells US LLP between Washington DC and the UAE.
