Mr. Samuel G. Gaglio currently serves as the MacAulay-Brown Inc Senior Electronic Warfare Analyst for AFLCMC/XZA. He provides scientific, technical, professional, and engineering expertise to support the missions of the USAF. As Deputy Chief, Information Operations Division, lead a 27-person team of diverse civilian and military experts providing IO, EW, cyber tactics, MILDEC, OPSEC, Special Technical Operations (STO), acquisition and exercises and training integration capabilities to COCOMs. The Unit is responsible for Fusing Air, Space and Information Operations capabilities into real-world operations, Joint and Service exercises while providing Combat Air Forces Information Operations policies, guidance, doctrine, tactics and procedures. As Deputy Chief I diligently managed plans & programs over $9.8M for Air Force Information Operations sustainment and supervised operations of ten classified STO facilities. Duties include Combat Air Forces Electronic Warfare Operations lead for doctrine, policy and procedures, sustainment and modernization for common EW systems to include functional management of the EC-130H Compass Call aircraft and the EA-18G Growler Air Force program. As ACC’s subject matter expert on Electronic Warfare I expertly managed a $147M electronic warfare sustainment budget for over $10B in CAF EW assets / 270+ combat aircraft. While serving as the Deputy Chief of Information Operations I also filled in as the Chief, Special Technical Operations Branch. As the STO Chief I facilitated sensitive compartmented operations with Joint Chief of Staff (JCS), Head Quarters Air Force (HAF), Unified commands and the national intelligence community. As the lead ACC security officer, I provided policies and guidance for highly classified compartmentalized missions/capabilities for deliberate and contingency action STO planning support to Combatant Commanders, the JCS and Secretary of Defense. As a result of my superior performance as Deputy Chief, Information Operations, HQ ACC, the Division was awarded the Air Combat Command Information Operations Unit of the Year and the Air Force Electronic Warfare Unit of the Year.

As the subject matter expert (SME) for ACC on Electronic Warfare Operations I managed a 5-man office of EW experts, one Major, one Enlisted, two DoD GS-13 civilians and one contractor. Solely responsible for the oversight of Radar Warning Receivers, EW suites, combat and training Electronic Attack pods and EW policies for 80 CAF wings. Recognized and provided solutions to F-15 EW deficiencies and rapidly led a tiger team to create interim solutions and reduce key operational risks. Ensured key Mid-East ally had access to USAF combat EW pods with no operational impact to USAF units. I Socialized the CORONA training vision across the Combat Air Forces regarding Contested, Degraded, Operationally Limited Operations (CDO). Organized advanced EW training for F-22A aircraft at three CONUS bases, the first for our 5th Generation fighters ensuring their future success. Due to superior performance and proactive mentality I was selected to simultaneously run the EW branch, Special Technical Operations Branch and perform Acting Deputy Chief duties during office personal deployments. Additionally, as the functional manager for the Shore Based Airborne Electronic Attack program (EA-18G/EA-6B) I ensured the Air Force managed 26 Electronic Warfare Officers concerning a Joint Staff Directed EA-18G augmentation with the United States Navy providing support of Joint Operations in accordance with Joint Planning and Execution Community (JPEC) standing deliberate and crisis action planning procedures. I drafted a new Memorandum of Understanding between the Air Force and Navy to increase participation of Air Force members in the program at no additional cost to the Air Force. As a result of my superior Staff work I was awarded the HQ ACC Field Grade Officer of the Quarter. Due to my extensive Electronic Warfare knowledge I was awarded the Air Force Field Grade Officer Electronic Warfare Officer of the Year.

As the EW manager for ACC I managed one contractor and two DOD Civilian GS-13 EW experts. I created an extensive rotation plan for the Air Force’s limited combat training EW pods. Ensured 65 Combat Air Force units had access to pods for training, exercises and inspections. I solved a complicated Electronic Countermeasures and chaff clearance issue that had been ongoing for 10 years. Trusted with COMACC’s #2 readiness training priority bringing focus on CAF personnel to operate in a Contested, Degraded, Operationally limited environment. Organized Joint EW training Summit trng for all DoD services. Identified ALQ-188 pod maintenance efficiencies, reduced requirement by 50% saving the the Air Force $210k /670 man-hours. Led the Unified Endeavor Electronic Warfare Coordination Cell training the 2nd Marine Expeditionary Force and the Army’s 1st CAV team for their upcoming Operation Enduring Freedom deployment. As a result of my performance in this position I was awarded the HQ ACC Action Officer of the Quarter. The Air Force recognized me as the Field Grade Electronic Warfare Officer of the Year and I led my branch to the Air Force Electronic Warfare Unit of the Year.
