Duties and Responsibilities>Implementing research and M&E strategies to generate data-driven insights that support evidence-based decisions, policies, and guidelines for the public service in Kenya. >Developing periodic wage bill bulletins and other statistical reports, presentations and visualizations. >Developing and implementing M&E frameworks for tracking and evaluating wage policies and programs in County and National Governments.>Undertaking resource mobilization initiatives to support research and M&E.>Engaging stakeholders and collaborating in research and M&E, including dissemination forums. >Conducting training and capacity-building programs on data analysis, M&E systems and government wage policies. Achievements> Conducted analytical synthesis and forecasting on wage bill data for H.E. the President. This informed the current resolve by the Government of Kenya to achieve the target of 35% wage bill to revenue ratio by 2028. > Conducted a study on, “Wage bill sustainability in Kenya: Reaping the Benefits”. The report informed H.E the President’s speech during the Third National Wage Bill Conference in April 2024. > Conducted a study on, “Attraction and retention of requisite skills in Kenya’s public service”. The report informed the current government resolution to review the existing organizational structures in Kenya’s public service to make them fit-for-purpose. > Developed and implemented robust research and M&E frameworks in over 20 public institutions on government wage policies, authored 5 analytical reports and oversaw post-M&E activities.> Pioneered development of periodic technical M&E tracker reports to monitor adherence to government wage policies across the country. Designed the data mining criteria currently in use. Developed 6 such technical M&E reports and coordinated post-M&E activities. > Participated in negotiation and coordination of various MoUs to foster collaborative resource mobilization for research and M&E.

Role: Co-Principal InvestigatorPartners: Chemonics and FCDO• Conducted deep dives on status of EDTs in Kenya and South Africa using the Emerging Technologies Ecosystem Maturity Matrix and completed a technical report. • Led design of data instruments, data analysis and project M&E; developed Video-on-Demand courses; and established a Digital Innovation Hub for supporting innovations. • Facilitated capacity-building activities, training researchers, innovators, and policymakers on using EDTs and X-Data to address developmental challenges and decision making. • Recruited and supported Eight multidisciplinary teams in Universities and Research Institutions in Kenya and South Africa to develop innovations using EDTs and X-Data, advancing them to operational proof-of-concepts addressing national and regional challenges.• Co-led establishment of a Digital Innovation Hub in Kenya and South Africa to support development of Applications using EDTs and X-Data to tackle socio-economic challenges.
