About Samuel C. Hampsher-Monk

As a policy researcher and consulting executive serving municipal and state government agencies, LLPs, multi-national corporations and 501(c)3s, I coordinate interdisciplinary research teams applying a variety of quantitative and qualitative methodologies to support policy analysis, program evaluations, feasibility studies, impact assessments, and technical training & assistance programs which help our clients prepare for, respond to, and ultimately manage disruption. I have written and contributed to technical reports, white papers, policy briefs, impact assessments, program analyses and academic papers on topics including consumer product regulation and taxation, illicit trade, policy reform, and social justice. My new book, Clearing the Air on E-cigarettes and Harm Reduction: Tobacco Regulation, Economics and Public Health examines the role that alternative nicotine delivery systems could play in reducing smoking-related morbidity and mortality, and how the regulation of these products could be optimized. It will be published by Springer Nature in 2024.
