I have two different experiences.As researcher I have been studying the dynamic of human as individual and group interacting with environment to adapt and use IT. The objective of the Procurement Modernization Project is to achieve cost and efficiency savings on procured goods and services, while assuring their quality satisfies the public need, and to achieve the delivery of public services as planned. These savings should lead to greater provision of goods and services to the economy which will positively impact economic growth. Our partner is the National Office of Public Procurement or LKPP (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah). One component of the Procurement Modernization (PM) project is the Procurement Management Information System (PMIS). The PMIS is a suite of integrated IT systems that both, support the procurement modernization program and integrate with LKPP’s national e-GP (electronic Government Procurement) program. Procurement Management Information Systems project is aiming at providing IT support for Government Procurement. The PMIS sub-activity includes a Data Warehouse, Reporting & Spend Analytics system, e-Catalogue and PMIS Applications. The PMIS Applications are developed in conjunction with LKPP’s GOI e-Procurement systems. They contribute data to the PMIS Data Warehouse; improve the efficiency and procurement processes of the ULP. They include but not limited to Contract Management, Service Provider Management, User Management, Procurement Planning, Tender and Bid Management, and Tender Evaluation ApplicationsMy duty is to provide technical assistance in developing various e-procurement applications such as e-Catalogue, General Procurement Plan Systems, Contract Management, etc.

HistoryThe Australia Awards Alumni Reference Group – Indonesia (ARG) was launched in June 2010 and represents over 10 000 Government of Australia scholarship alumni in Indonesia. Consisting of 200 alumni from most Indonesian provinces representing major disciplines of study, the ARG provides input to the Governments of Indonesia and Australia to assist in future policy formulation.Our Objective The purpose of ARG is to maximise the contribution to the development of Indonesia by Government of Australia scholarship alumni through the facilitation of effective communication with the Governments of Australia and Indonesia on development related matters.ARG Executive MembersA restructure of the ARG was approved by AusAID in early 2012. The new structure provides for 8 ARG Teams based upon priority development areas in common between the Government of Indonesia Mid-Term Plan 2010-2014 and the Australia Indonesia Country Program Strategy 2008-2013. The structure replaces the Executive Members with Team Coordinators and retains the role of ARG Chairperson.Program Each team coordinator is required to develop a Work Plan with group members. Pnpm Rural Mis Redesign Quality Assurance Adviser
The GOI (DG PMD, MOHA) requested AusAID’s support to redesign PNPM Rural MIS. The support will help the GOI manage the scale up of PNPM more effectively through reliable information on program performance for reporting and decision making purpose. To ensure that the new MIS is of high quality and fulfils key stakeholders’ expectation, there is a strong need for AusAID to commission an independent quality assurance adviser.I am providing a systematic assessment and recommendations on necessary measures to ensure the new MIS is meeting specified requirements, and will be involved from design phase up until implementation phase. I will provide recommendations on the strategic and technical matters of the overall process and will report to AusAID and GRM. The objective of the assignment is to ensure the appropriateness and high quality of analysis, redesign, development and implementation of the new MIS of PNPM Rural so that the new system fulfils the information needs of key decision makers optimally.

The ARG has been established to recognise the importance of our alumni in assisting the Government of Australia and the Government of Indonesia with future development plans. It is our intention to increase the level of engagement with alumni through this representative group. The day to day administration of the ARG will be managed by a dedicated ARG Coordinator (to be appointed in February 2010) located in the ADS Office in Jakarta.The Australian Ambassador to Indonesia, Mr Bill Farmer, recently announced the appointment of Dr Roosmalawati Rusman as the ARG Chairperson for the period 1 January 2010 to 31 December 2011. Dr Rusman is an AIDAB alumnus and a Deputy Minister within the Ministry of Research and Technology.
