Based in Geneva and Cairo, the project examined access to essential medicines by studying the legal basis for national medicine pricing policies and structure of policy-making within governments across the Eastern Mediterranean Region (EMR), which encompasses 22 countries in North Africa and Western Asia. It also examined the policies that regulate medicine price components in the pharmaceutical supply chain. A conceptual framework to assess governance structures, policies on generic medicines, details of support for local production as well as monitoring and implementation processes was formulated. The analysis and key findings were used to inform Ministries of Health in the region of the range of policies in existence and their possible effect on price and availability of medicines. Outputs were a 3 day regional workshop with key policy makers within Ministries of Health from EMR countries and consumer advocacy groups, held in Cairo in January 2007 and a briefing paper to Ministers of Health at the Regional Committee meeting in October 2007.
