About Sam Defelice
I am a Connecticut State Environmental Conservation Police Officer currently assigned to the state's Northwest Sector where I conduct hunting, fishing, boating and recreational vehicle enforcement, investigate crimes occurring in all state parks and forests and perform a variety of public outreach and wildlife management initiatives. My previous assignments were in the Northeast Sector as well as the Central and Eastern Sectors of the Marine District where I patrolled the state's shoreline conducting fisheries and boating enforcement along Long Island Sound as well as patrolled the states largest state parks. I currently serve as a Field Training Officer and as a Boating Accident Reconstructionist on the Boating Accident Reconstruction Unit (BARU). Prior to my service with the ENCON Police I served as a Police Officer for the City of Bristol where I served in the Patrol Division on the Crime Suppression Unit, ATV Enforcement Unit as a Field Training Officer and as Post Advisor to the Police Explorer program.I concurrently have served over 18 years in the Connecticut Army National Guard where I currently serve in the state headquarters as the State Provost Sergeant in the Joint Operations Center as well as the State Emergency Operations Center (EOC). I have deployed to Iraq, Afghanistan, Bosnia, and have conducted law enforcement missions in the Dominican Republic, Germany as well as Hurricane Katrina Relief Operations. I also served on special assignment with the US Department of Homeland Security as a physical security and antiterrorism specialist. I enjoy working with our youth and serving as a positive role model as best I can.

G3 Protection Branch Ncoic

Upon completion of this mission many of us were activated and sent to assist with base wide law and order operations at Grafenwohr, Germany.Following this mission I was promoted to Staff Sergeant and transferred to the 223d Law and Order Detachment as the Evidence Custodian and later to the 3rd Battalion, 169th RTI as a Military Police Instructor. As an Instructor I completed numerous schools to include; Total Army Instructor Trainer Course, Small Group Instructor Course and DOD Interservice Non-Lethal Individual Weapons Instructors Course. As an instructor I specialized in antiterrorism, gang awareness, arrest and control techniques, defensive tactics, baton techniques, use of force, search of individual/vehicle and coordinated the baton and OC spray practical. During accreditation from the US Army Military Police School, I was identified as a 'National Role Model for Military Police Instruction' and assisted in the development of outdated Field Manuals regarding arrest and control and defensive tactics.

In 2003 I was transferred back to the 143d MP Co and promoted to Sergeant. Upon completing mobilization station we flew to Camp Pennsylvania located in the Kuwaiti desert and waited as the initial push of Operation Iraqi Freedom began, Once our turn came our company pushed north crossing the berm and did not stop until we reached Baghdad. Once in Baghdad we fell under the 18th MP Brigade and conducted area patrols and area security on local jails and other potential critical sites. As the looting continued, our mission began to evolve as attempted to instill a sense of order with a now defunct government and social structure. Once the insurgency began we found ourselves attached to the 3rd Brigade Combat Team of the 1st Armored Division and performed the full spectrum of combat operations and mobility support missions. While assigned to the 'Iron Soldiers' of the 1st Armored Division we participated in countless mission such as Operation Desert Scorpion, and Operation Bulldog Mammoth, which was the largest cordon and search operation to date. It was during these missions that many black list individuals were captured my Soldiers. Eventually the company would return to the control of the 18th MP BDE, and with that our missions changed from combat to police mentorship. Our Soldiers conducted training, joint patrols, joint interrogations and established a system to logistically and operationally track all Iraqi Police and US forces that were working together. Eventually I was tasked with overseeing logistics and operations at a Iraqi Police Station in a volatile and tumultuous area of Baghdad known as Abu Gharib. It was during this time that I participated in Operation Strike I, Operation Strike II, and the Operation to take down the Abu Gharib Marketplace. Toward the end of my tour I was assigned to the 89th MP Brigade where I conducted convoy security and force protection operations.
Infantryman/ Tachumint Security Team Member
In 2000 I was transferred to B Company 1/102nd Infantry (Light), 29th Infantry Division and served as a rifleman, automatic rifleman and antiarmor section member. Later that year I completed the Infantry Basic Course held at the Mountain Warfare Center at Camp Ethan Allen, VT. Upon completion from training and immediately upon mobilization, I was selected to serve on a special security team. I was subsequently transferred to the 519th Military Intelligence Battalion located at Fort Bragg, NC. where I completed my additional training. Upon deployment I was assigned to a Tactical Human Intelligence Team which operated under 'Task Force Thunder' and subsequently stationed at a remote outpost base located near the war ravaged town of Srebrenica. While there my team worked tirelessly to develop sources and corroborate fragmented intelligence to track down two significant war criminals wanted by the Hague for genocide.

I enlisted in the US Army and completed Basic Combat Training and Military Police School at FT McClellan, AL. Upon completion I was assigned to the 143d Military Police Company, stationed at Brainard Airfield, Hartford, CT. In 1999 I was deployed to the Dominican Republic in support of Operation New Horizons, which had been devastated by Hurricane George. Our mission was to conduct law enforcement operations as well as maneuver and mobility support operations. Upon competition from that mission I was selected to serve on a special dignitary security detail protecting the Chinese Ministry Defense as they toured various facilities and venues throughout Connecticut.
