Currently heading Dept. of Surveying and Mapping as a Director in the office of the National Land Commission Secretariat (NLCS), Royal Government of Bhutan.Technical expertise is in project management in land surveying (cadastral surveys, topographical, control point densification), Photogrammetry, GIS, Remote Sensing, and Urban Planning.Management expertise in leadership & teamwork, administrator, manager, policy analyst, procurement, mediation and dispute resolution.Project Manager:Headed as the Technical Coordinator of the National Cadastral Resurvey Program (NCRP) from 2008 until 2012, completing 14 districts. The project consisted more than 100 land surveyors and 200 supporting field staff in cadastre, with my main focus on project planning, quality control, verification and approval of the claims, and land dispute settlement.Urban Planning:In 2014, I also headed ‘Survey and Land Management Section’ in Thimphu Thromde (Thimphu City Municipality) wherein I gain knowledge and experience in issues related to urban planning, land transaction, disputes resolution, land leases, land valuation, acquisition, and compensation.Besides that, as a Chief of the Urban Land Division in NLCS, I monitored and led teams in demarcations of the Local Area Plan and resolved issues related to it.Policy Analyst:I was actively involved in the review and drafting of Land Policy-related documents in NLCS. Some of them are; drafting of National Land Policy and Consolidated SOP of all land services, and review of the Land Act and Land Rules.Manager and a leader:As a division Chief since 2017, I gained the opportunity to demonstrate my managerial and leadership skills through team building, and coaching, and achieved project success in the organization.
