Samuel Agaba holds a Bachelor of Civil Engineering (Ndejje University) and a higher and ordinary diploma in Civil and Building Engineering from Uganda Military Engineering College, Lugazi, and Uganda Technical College Bushenyi, respectively. Since March 2019, Agaba has worked as a Civil Technician with Uganda Electricity Generation Company in the dam safety and water resources department, where he monitors the structural integrity of the dam through the installed dam monitoring instruments, undertakes preventive and corrective inspection and maintenance of the dam and civil building components of the plant as per the planned maintenance schedules, and undertakes a risk assessment of ongoing civil activities. He worked as a site engineering supervisor in the oil and gas industry from 2014-2018, during which he worked for Vivo Energy Uganda Ltd, Total Uganda Ltd, and the Civil Aviation Authority Uganda. He also worked as a site supervisor at Samka Construction Company Ltd and as a surveyor at China Communications Construction Company Ltd (CCCC) in 2013. Additionally, he worked as a site engineering supervisor for Challenger (U) Ltd between June 2011 to December 2012.
