Technical manager for branch personnel developing and delivering support for submarine cybersecurity – information, communications, engineering, combat and weapons systems. Directing concerted efforts to implement cybersecurity practices, procedures, and processes into platform systems and associated enterprise/federated networks, architectures, and infrastructure. Leads, integrates, and collaborates with a diverse, cross-functional group of engineers, scientists, developers, operators, analysts and technical personnel involved in various Combat System Department projects and programs. Coordinates lines of efforts and lines of operations with fleet representatives – partners, customers, clients, executives, and stakeholders to support fleet requirements (current/continuous, future/emergent), operational needs and priorities. Plans, organizes, and directs new and on-going work to achieve milestones through project lifecycles to include requirements generation, test scenario planning, capabilities pairing, test execution, analysis, production, and reporting. Incorporates risk management concepts and industry best practices to identify technical risk, threats, and vulnerabilities; secures/hardens, assesses, monitors, and mitigates to maintain program cost, schedule, and performance objectives.

Event coordinator and planner providing Counter-Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting and integrated intelligence expertise and a broad range of information warfare support for Chief of Naval Operations-directed war gaming, research, warfare analysis, and planning at the Naval War College. Served as the Principal Advisor and prime driver incorporating current and emerging C-C5ISRT technology and capabilities coupled with tactics, techniques, and procedures into event design, development, execution, and analysis.  Established partnerships, networked, and collaborated with all DoD services, government agencies, and organizations to orchestrate three major, week-long, events with over 500 participants from thirty organizations around the world. Provided integrated intelligence expertise and a broad range of information operations support for Chief of Naval Operations-directed war gaming, research, operational and intelligence analysis, and planning at the Naval War College.

Led 110 officers, Sailors, civil service employees, and contractors in the execution of the Navy Red Team’s mission in support of Combatant Commanders’ warfighting requirements, objectives, and operations. Managed the operational readiness, administration, and training of all departmental personnel in support of global defensive cyberspace operations defending the Navy through proactive identification, detection and analysis, and directing countermeasures against adversary threats. Led collaboration and coordination efforts with major commands and the interagency to execute 50 missions: national, international, Navy-wide, and multi-service (military branches and government) operations and engagements.  Assisted and advised ten organizations on IT network infrastructure design, and the physical migration, installation and configuration of three network architectures (unclassified, Secret and TS) and fifty systems between two facilities. Principal consultant to senior management, other IT and operations manager to develop, review, and sponsor process improvement methods and concepts into standard operating procedures, guides and directions for the organization. Implemented better defined and refined procedures and policies throughout the enterprise in compliance with applicable laws, regulations, and standards; further, aligned to the organizations mission and vision for the integrity, confidentiality, and resilience of key systems, data, and resources with minimal and seamless impact to system users.

Led defensive cyberspace planning across Special Operations Forces enterprise, integrating cyberspace capabilities, defensive measures, and mission assurance in Operation and Concept Plans. Created and coordinated plans and operations across 12 major organizations to include Combatant Commands, Theater Special Operations Commands, and SOF Service Component Commands. Led 15 Joint Service military and civilian personnel planning offensive and defensive cyberspace operations providing operational – requirements, capabilities, and sustainment – support across seven Theater Special Operations Commands, four SOF Service Components, and one Sub-Unified Command. Led 50 personnel across 13 SOF Commands in the DCO Working Group to formulate innovative standards for Request for Forces, mission prioritization, and the creation of an orders process to defend USSOCOM’s network. Managed an operations team of 12 analysts and a working group across 12 organizations to develop network and system initiatives analyzing critical processes, vulnerabilities, and issues on Navy-wide systems and platforms, and propose mitigations and guidelines to implement comprehensive organizational directives, regulations, and policies. Managed the identification and resolution of risks in critical performance metrics to optimize cost-effectiveness, event scheduling, and performance goals aligned to the enterprise’s operational security, objectives, and progressive plans. Directed the project management life cycles, leveraging data to prevent and resolve large-scale operational and technical problems; interfaced with business units to formalize cross-organizational procedures, plans, and policies.

Led 60 joint military and civilian personnel, operators, and analysts, in planning, directing, and synchronizing full-spectrum cyberspace operations to deter, disrupt, and if necessary, defeat adversary cyber actors. Provided and deployed trained personnel, expertise, and equipment to conduct Offensive and Defensive Cyberspace Operations in support of U.S. Cyber Command and the Cyber National Mission Force Defend the Nation missions. Supported all aspects of the CNMF Commander’s (2-Star Admiral, RADM) execution of his official duties, prioritizing events and official staff actions, interfacing with National Security Agency, Joint Staff, Office of the Secretary of Defense, and interagency senior leadership in the conduct of engagements, operations, and missions. Developed novel, innovative procedures, concepts, and methodologies to analyze target systems and networks - informing and advising leadership (senior management) and partners (interagency) of program areas of interest to dedicate assets to the mission set and related operational initiatives (manning, training, and equipping lines of effort). Created, incorporated, and streamlined processes to track project schedules, costs, and resources by consolidating organizational inputs, documentation, and incremental milestones to effectively and efficiently complete projects.

Led 18 Sailors in providing intelligence and information operations support to operation centers and senior management.  Operationally and administratively engaged his cryptologic and intelligence specialists in the Carrier Strike Group’s mission during the training cycle, pre-deployment workups, and eight-month 7th Fleet deployment.  Managed the information and personnel security program for over 300 personnel ensuring the Command was in strict compliance with all SSO Department of the Navy and Department of Defense security policies and directives. Directed the installation of DoD and Cryptologic Carry-on Program (CCOP) equipment, Ship’s Signals Exploitation Equipment and peripheral systems in classified spaces, and fulfilled all certification and accreditation requirements. Oversaw the testing, operational use, and maintenance of information operations and electronic warfare networks and systems in the Ship's Signal Exploitation Space and Electronic Warfare Module in Combat Information Center. Utilized and fine-tuned various DoN, DoD, and Intelligence Community/Government Agencies reporting channels and mechanisms to expeditiously disseminate analytical, tactical and operational media products and reports. Led teams of designated personnel from each department to conduct monthly inspections and cyber security assessments of classified networks (Secret, Top Secret, TS/SCI), information systems, equipment, and materials.

Led three different 16 personnel teams providing critical threat assessments, analysis, and collection recommendations to Commanding Officers as the Team Lead in support of Pacific Fleet, 10th Fleet, and the National Security Agency missions.  Directed a Fleet Information Operations Center watch team providing Signal Intelligence support to Pacific Fleet combatants. Deployed in support of CNO-directed special operations, producing 15 high-level mission reports. Led a joint team integrating with the Army SIGINT Unit in support of Operation IRAQI FREEDOM providing vital intelligence to U.S. and Iraqi Security Forces executing operations against insurgent networks.  Configured, populated, and updated database servers and systems on the Fleet Information Operations Center watch floor providing direct support to the Fleet's request for technical and operational information and services. Implemented knowledge management share drive and standard, serialized directories on classified and unclassified information systems improving workflows, file sharing efficiencies, electronic and digital media support to the Fleet. Created a consolidated data analysis and exchange platform increasing situational awareness of the Fleet's intelligence and operational picture for critical positioning, and posturing of Strike Groups and Joint Forces. Setup information systems for streamlined communications to senior management, DoD, and government agencies, facilitating decision-making in the execution of organizational operations and strategic priorities.

Led work center management administration, technical training, maintenance, and operations for 36 department personnel. Supervised and moderated the qualification of 36 Reactor Electrical Division personnel for professional qualifications enhancing the Division’s mission effectiveness during pre-deployment work-up cycle, and six-month deployment.  Worked with information system technicians to build a data entry, exchange, and monitoring and tracking system with integrated active directory to manage and share departmental qualifications, training, documents, and resources. Incorporated standard operating procedures and guides to departmental personnel to troubleshoot and repair or resolve electronic hardware or software issues; plus, logging and maintaining a history for trend analysis and reporting. Trained departmental personnel on information security policies and procedures on proper use of government and personal networks and systems, good security hygiene and practices in the workspace and with personal devices. Trained departmental personnel on physical security, protection of information system assets, operational security, and layers of defense to counter unauthorized access and use of classified, confidential and sensitive materials.
