Dr Samuel Franzen is an advisor, analyst, and evaluator specializing in major project management, quality assurance, performance assessment, risk and value management. Sam has considerable experience working with UK and global multi-billion pound programmes, UN agencies, foundations, and universities. His passion lies in setting projects up for success using data-driven methodologies and theories of change that encourage realistic planning, systems thinking, and outcome-based decision making. Sam has a particular interest in healthcare but works across a range of sectors. His research has been published by various prominent journals and institutions, including the World Bank, The Lancet, Economist Intelligence Unit, and Association of Project Management. Sam holds a DPhil in Global Health from the University of Oxford and is a member of Green Templeton College and the Major Projects Association. He also served as a non-executive director on the Audit and Risk Committee of the Board of Oxford Policy Management.
