Determine the most cost-effective method to deliver Air Force training and education programs, and create instructional guides, methods, and media. Identify and rectify any deficiencies in education and training programs, and constantly revise programs and instruction based on the latest Air Force instruction and guidance.

Verify and document performance issues, and act as a communication liaison between contractors and the U.S. government. Monitor bids and contractor's performance to ensure compliance with government policies and regulations. Conduct market research, pre-bid conferences, progress meetings, inspections, and acceptance of work. Prepare performance work statement, quality assurance surveillance plan, statement of objectives, and statement of work, and provide contractor evaluation review.
