Sam Mitchell is a partner in the Washington, D.C. law firm, Scribner, Hall & Thompson, LLP. He advises primarily insurance companies on Federal income tax matters and has worked on litigation involving life insurance reserves, test cases in the health insurance and financial guaranty industries and cases involving property and casualty tax issues for other clients. He has also worked as a member of industry teams for three recent Industry Issue Resolution efforts with the IRS regarding insurance company partial worthlessness deductions, variable annuity minimum guarantee hedging and principle-based reserves. Sam is a frequent speaker at insurance industry conferences and a frequent writer. He serves on the editorial board of the Society of Actuaries Taxation Section’s Taxing Times publication. Sam is a regular contributor to Taxing Times and the Journal of Taxation of Financial Products, and he is the update author for the 2017 version of the Federal Income Taxation of Life Insurance Companies treatise published by LexisNexis. Sam is a 1990 graduate of the University of Denver College of Law and is admitted to practice in the District of Columbia, the state of Colorado, and various trial and appeals courts around the country.
