About Samuel Rowe

Currently, I'm an economist at the Health Resources and Services Administration. I have been working on outcome evaluations for different grant programs including Dental Faculty Loan Repayment and Value-Added Medical Student Education. Previously I was a statistician in the Data Analytics Unit for the Chief Evaluation Office in the Department of Labor. I have worked in on wage compliance and measuring minimum wage compliance under the Fair Labor Standards Act using the Current Population Survey. In addition, I have provided technical assistance to agencies in DOL for State and R using external data. Also, I have provided assistance to agencies using administrative data matched with external data. For evaluation support, I provided feedback to research study designs for evaluation of DOL programs.I am a PhD graduate in public policy with a focus on microeconomics and evaluation. My dissertation covered the impact of right-to-work (RTW) laws on employment and wages. This research includes the analysis of RTW laws utilizing panel data for midwestern states. This work also focuses on the impact of RTW laws on unionization, job mobility, and job churn. I have also researched and published work on income dynamics and factors that affect poverty dynamics. I have also researched the impact of strict immigration policy on labor force participation. I was also an economist at the Bureau of Labor Statistics, whose focus is on industry labor productivity, multi-factor productivity, employment, and related measures. I have written about trends and factors affecting productivity in US industries. In addition, I have researched and developed construction industry labor productivity. This includes the impact of subcontractor labor and off-the-books labor from immigrants.
