Responsible for development, procurement, and deployment of fare systems with contract values in excess of $200m including: systemwide faregate upgrade from clamshell barriers to swing doors to deter fare evasion which lowered fare evasion by 82% and generated $25m in new revenues; the next generation farebox replacement for WMATA and regional partners; and upgrading exit fare machines to accepting credit cards at every station mezzanine. These projects require leadership and coordination across the agency and region with Systems (Rail) and Bus Maintenance, Automated Fare Collection Engineering, Safety, Risk Management, IT, IT Cybersecurity, and with our contracted partners at Cubic, STraffic, Genfare, Clever Devices, etc. Other efforts include software and hardware development and production for a driver control unit (DCU) for upgrading antiquated hardware in regional legacy farebox systems. Managed contract for regional software maintenance services (RSMS) for tech support, including Oracle 19c and Windows 7 to Windows 10 upgrades. Duties include managing procurements, grant writing, and document and presentations to internal and external stakeholders.

Scheib is a member of the last generation of military letter writers, beginning his studies in 1992 with his lap for a desk and a wooden foot locker for a chair. Classrooms were training fields, ships, Mediterranean and Black Sea ports-of-call, and embassies in Belarus, Hungary, and Seoul. He studied at Florida State University earning degrees in music, humanities, and urban planning and spent a year studying music composition at the St. Petersburg Conservatory in Russia. He has twenty years of experience writing for magazines and journals (The Bulwark, Matador, Southern Living, Russian Life, Reason Magazine, International Railway Traveler, etc.), founded and published a trade magazine called Trip Planner Magazine, and has written six novels.

Reported directly to the CEO, oversaw planning and development for The COMET, which operated 34 fixed routes in the Columbia, SC metropolitan region. Oversaw the operations of contract operator and provided strategic direction and both long-and short-term vision, which included producing and implementing the COMPASS, a five year strategic plan. Directed, initiated, and executed projects. Managed a staff that oversaw data analysis and planning, business development, community outreach, project implementation, and travel training. Led 6 major service changes in 4 years, increasing from 62,000 annual hours to 210,000. Ridership increased from 1.3 million to 2.8 million. Secured service contracts with large organizations the University of SC, Palmetto Health Richland, and Richland II schools. Wrote business plan for transit integration with the University of South Carolina. Developed and managed the forecasting model for the 22-year penny sales tax.

Restructured the Seminole Express campus service to Florida State University, the Venom Express to Florida A&M University, and redesigned and managed the decentralization of the entire 26-route transit system, a project that won the 2013 National Planning Excellence Award for Transportation Planning from the American Planning Association. Other work included: o Completing a comprehensive fare study, survey, and analysis in May 2013;o Completing an ADA Accessibility Plan, a 30-year roadmap for bringing the system to full ADA compliance;o Coordinating with public works divisions of city, county, and state DOT to improve ADA accessibility during projects;o Conducting approximately 200 public meetings for the decentralization and other route changes, as a city presenter for the personal sustainability program, and at workshops for Designing for Pedestrian Safety;o Performing peer-review research on similar cities (state capitals with large universities) to Tallahassee and other topics relevant to StarMetro;o Managing the triennial passenger mile survey (3 times);o Performing and maintaining a bus stop inventory and identifying shelter, bench, and stop locations;o Managing the Transit Development Plan Major Updates to FDOT and writing the annual updates;o DBE, EEO, and Title VI reporting, grant writing, providing guidance on federal regulations.

In 2008, seeing an unserved opening in the market, Scheib brought the worlds of urban planning and mass transit together in TPM and tripplannermag.com. Using drive, creativity, and resourcefulness, Scheib created the layout and mailing list and made hundreds of cold sales calls in this advertiser-funded magazine. Trip Planner Magazine was printed four times and distributed to over 4,000 transit and planning professionals across North America.

Scheib enlisted and served in the infantry for two years that included a deployment to the Mediterranean Sea. Port visits there sparked a lust for learning and travel that has never dimmed. Scheib was selected for Marine Security Guard School in 1994, was the honor graduate there with the school’s highest ever GPA. Went on to successful posts in Seoul, Korea, and Budapest, Hungary, before being hand-picked to help open a new detachment in Minsk, Belarus, one of the then new states from the former Soviet Union. Promoted to corporal and sergeant ahead of his contemporaries and honorably discharged.
