About Samuel Taylor

I am currently Director at the WVU Institute for Sustainability and Energy Research, where I am focused on research that can leverage the strengths and partnerships of WVU to high-impact research outcomes. My current technical focus is in renewable and non-renewable grid energy technologies and policy, carbon management, natural gas production and utilization, transportation energy utilization and energy geosciences. I have strong interests in economic and workforce development issues, especially as they relate to energy development and technological change in the region. I have led the development, management and oversight of renewable and non-renewable energy research activities since 2001, including the direct management of research, development, and deployment programs totaling more than $1 billion for both WVU and the U.S. Department of Energy. I bring significant expertise in the technological and economic aspects of advanced energy technologies, federal funding capture and proposal development, federal grants compliance and operations, and large and complex project and program development and execution. EducationI received a PhD in Resource Economics in 2021, and a Masters in Mechanical Engineering in 2001 from West Virginia University.

Operations Manager

Performed planning and day-to-day administration and management of all activities of the US-China Clean Energy Center (USCEC) at West Virginia University, a $50M energy R&D and policy development program with an international focus, including the US-China Clean Energy Research Center-Advanced Coal Technology Consortium (CERC-ACTC). This program involved technical and relationship management of a very diverse set of partners and stakeholders, including multiple university and industrial partners in both the US and China. Other duties included the implementation of internal organizational strategies for management of awards, familiarity and compliance with federal grant requirements, negotiation and implementation of new awards, and development of new industrial relationships to support research activities of the center. Additional duties involved support of research funding development as part of the Advanced Energy Initiative (AEI). Worked with internal investigators and AEI team members to identify promising technology areas and outreach opportunities including renewable energy development, hydrogen pathways investigations, geothermal opportunities, and shale gas emissions quantification and environmental impacts.
