About Sam Baron

Sam Baron is the International Trade & Investment Coordinator in the Office of the Mayor of Los Angeles, Karen Bass. In this role, Sam is focused on facilitating global trade opportunities, strengthening foreign government and business relationships, and attracting foreign investment to the City of Los Angeles. Prior to this role, Sam was a consultant and policy researcher based in Tokyo, Japan, where he carried out academic research on trade and investment policy and worked with the United Nations Development Programme to assist Japanese companies in adhering to the United Nations Guiding Principles on Business & Human Rights (UNGPs). Throughout his career, Sam has held several roles working on the Indo-Pacific region, and as a policy practitioner, his commentary on foreign policy developments in Asia regularly appeared in international think tanks and media outlets. Based within the Research Center for Sustainable Peace (RCSP), Japan’s top academic research center focusing on international human rights law and policy, the project focused on how the human rights situation in Myanmar influenced the investment and reputational risk strategies of Japanese companies operating in the post-coup economy.The outcome of the project is a comprehensive research report titled "What the Myanmar Coup Means for Japan: Implications for Foreign Policy & International Business”, which was published by the Research Center in May 2023, and submitted to the United Nations Working Group on Business & Human Rights ahead of its official country visit to Japan from July-August 2023.
