My experience as Portfolio Manager of UASE | State Business Sector Monitoring Unit at Ministry of Finance and Business Development was the following:▫️Represent the State of Cabo Verde as Shareholder in General Assembly by the (VPMMF) Vice-Prime Minister and Minister of Finance's specific ministerial indication in the following SOEs: IFH, TACV/CVA, ELECTRA, ASA, CVT, ENACOL, BVC, SISP, SCS and CECV;▫️Prepare reports with strategic, economic-financial and legal analysis, as well as, leading the approvement process for support the intervention in the General Assembly, in represantion of the State. Documents regularly analysed were: Business Plan, Strategy Plan, Annual Action Plan, Annual Budget, Annual Report and Financial Statements, Performance Contract from my SOE Portfolio and CECV;▫️ Lead valuations process of the equity and enterprise value did by Multinational firm as the PwC;▫️Based in approved management instruments determine the better KPI for performance M&E and provide reporting to the VPMMF and the SEF and to the other Ministers from the technical area;▫️Leardship in differenre privatisation process leadership, which involved the Cape Verde Stock Exchange (BVC) and the Comercial Banks like BCA, BAI CV, BCN, CECV, BIA e.g.:i) TACV/CVA's privatisation by direct negotiation - 10% of the shares for the CVA Employees and the Cabo Verde Emigrants - Results (+134 new shareholders and CVE 140,7 Million as revenue for the State); ii) ENACOL's OPV - 2,1% of the shares for the Investors - Results (+184 new shareholders and CVE 83,8 Million as revenue for the State);▫️Concession, e.g. processes related with the CVFF, CVInterilhas and ASA;▫️Data preparation and others information from all the SOEs for International Monetary Fund, World Bank and INE (Advanced Excel Skills); and▫️All that are necessary under my responsibility as Portfolio Manager related with the SOEs.

My activities at AdS were focused on Strategic Planning, Monitoring and Control Office were basically the following:▫️Prepare the (i) annual action plan; (ii) annual budget and (iii) annual investment plan, in order to support on the definition of strategic objectives of the AdS;▫️Prepare proposals for strategy and tariff policies, articulating with the ARE, the ANAS and the Ministry of Agriculture and Environment; ▫️Determine the KPI's for the Water and Sanitation Service with the objective to monitor the implementation and effectiveness of AdS strategies;▫️ Conception the Dashboard for the AdS in Excel with the objective to monitor the KPI's; ▫️Study of financial and economic viability of the Water and Sanitation project;

Under the reform period of WASH sector by MCA CV II financed by MCC where the Santiago's Municipalities created and installed the MMU Águas de Santiago.The creation of the AdS fits in the framework of “WASH Project”, supported by the Government of USA under the Millennium Challenge Corporation (MCC) and administrated by the Millennium Challenge Account – Cape Verde II (MCA-CV- II) in cooperation with the Government of Cape Verde and the Municipalities of Santiago Island.The principal objective of the Installation Committee of Municipal Multi Utility - Águas de Santiago, S.A. was create a reference firm in water and sanitation sector in Cape Verde capable to establish a financially sound, transparent, and accountable institutional basis for the delivery of water and sanitation services to Cape Verdean households and firms and improving the delivery of water and sanitation services.As Executive Secretary my activities were basically the following:▫️Advisor to the President and Members of Commission in all issues on the economic and financial point of view;▫️Keep the relationship with all operators of Santiago (SAAS, SMAS, Electra, ADA) and other (e.g., MCA / MCC II; Cape Verde Government Ministries; Department of JICA Project; Commercial Banks, Technical Assistance - SEURECA in association with CESO) around the WASH Project;▫️Activities coordination of accounting and financial services and make decisions on the financial operations of the Installation Commission;▫️Ensure the accountability, wages processing, financial statements and financing sources and application of funds.▫️Preparation of the trial balance and some other financial documents for the mandate of Installation Commission;
