Led delivery of wireless capital build programs in the Florida market, a top 5 market for AT&T. This scope included new site builds, 4G capacity additions, and 5G mmWave and sub-6 Ghz solutions for macro, small cell, and in-building (stadiums, arenas, hotels, office buildings) sites. Achieved successful deployment of 15K+ projects in network enhancements and $1.2B of capital spend over 3 years resulting in network performance accolades including fastest and best network in Florida market. Delivered on mission critical objectives for AT&T FirstNet first responder network (met site count and coverage commitments) and 5G sub-6 build commitments (19M PoPs covered – top 3 overall delivery). Ramped up macro new site builds in 2021 to 4X of 2018 volume.

Led northeast region wireless network field operations organization of over 400 employees, comprised of 60 managers and ~350 represented technicians. Scope included maintenance, compliance, and growth activities on wireless network (18K locations in 16 states plus District of Columbia) covering over 100M PoPs. Improved annual Employee Net Promoter Score by over 70%. Built innovative data-centric resource planning and mapping tool to optimize workforce, manage workload, and maximize utilization and productivity for delivery of multiple programs. Rebalanced workload for 54% of technicians with 30% moving to higher tier workload.

Leader of regional program management office (PMO) in support of wireless capital build programs. Supervised activities of technical program managers across six markets in the Northeast region. Formulated plans for multiple mobility network build programs (UMTS – 3G and LTE – 4G) spanning several thousand projects each year. Provided PMO services (program/project initiation, change management, project controls, reporting) to implementation teams in support of an annual capital spend of $1B+. Ensured build plan alignment across multiple functional organizations. Supported capital budgeting process and achievement of capital spend and unit cost targets.

Construction & Engineering (C&E) SVP staff lead responsible for analyzing, tracking, and publishing a diverse set of operational metrics for the C&E mobility organization. Designed and implemented a business intelligence solution to measure operational performance across multiple mobility network operations functions (field operations, dispatch, network reliability, fault management) and activities (maintenance, growth, compliance, routines). Built rules-based reporting engine to integrate and transform data from multiple data sources into scalable and generic structures for reporting & analysis. This centralized platform reduced development lifecycle for new reporting products and provided consistent and reliable metrics.

Senior member of regional staff organization responsible for network capacity management reporting and planning application (Broadband Capacity Tracking System) for the 9-state AT&T Southeast region. Application scope spanned multiple network architectures (DSL - inside and outside plant, ATM, Metro Ethernet, BellSouth.net IP routers).
