As Vice President, I provide the vision and strategy for the Outdoor Solutions division for all federal, state and local opportunities. I oversee enterprise offerings such as YourPassNow.com and OneOutdoor, a comprehensive hunt and fish licensing, campground reservation, recreational vehicle titling, and law enforcement platform. Our technology expands digital service offerings allowing citizens to purchase licenses or make reservations on any device at their convenience. The division is responsible for studying and monitoring industry trends and developing the roadmap for implementing technical solutions to better serve end users, including developing strategies based on analytics to better serve under-served populations and under-utilized government inventory.

NIC is the strategic subcontractor to Booz Allen Hamilton on Recreation.gov. In this role, I worked in partnership with the contractor to build and launch the new Recreation.gov e-commerce solution for the U.S. Forest Service (USFS) and 11 other federal agencies. I also worked side-by-side daily with the National Park Service (NPS), USFS, Bureau of Land Management (BLM), U.S. Fish, Wildlife Services (FWS), U.S. Army Corps (USACE), Bureau of Reclamation (BOR) and other federal agency Recreation Leaders to provide technical solutions to help manage access to public lands and waterways.

As the general manager of the YourPassNow.com e-commerce solution, I worked with NPS, USFS and BLM to provide first of their kind digital entry passes to America’s federal lands and parks. Within 30 days of being awarded the pilot program from NPS, NIC Federal launched YourPassNow.com. More than 20 federal agencies offer digital passes, including Acadia, Yellowstone, Yosemite, Glacier, Grand Canyon, Sequoia and Kings Canyon National Parks, and Columbia River Gorge National Recreation Area. In 2017, when the NPS announced the fee change for the lifetime Senior Pass, NPS requested assistance to keep up with demand. I modified YourPassNow.com to meet the needs required for selling and fulfilling Senior Passes. In 30 days prior to the pass fee deadline, YourPassNow.com sold over 600,000 lifetime Senior Passes online and assisted more than 20,000 customers via phone and email. As general manager, I was responsible for NIC Wisconsin operations and to provide agencies with a high level of confidence and transparency. I was the single point of accountability to ensure that the management team and portal personnel have the ability to deliver high-quality e-commerce services in a professional and predictable manner that meets the expectation of our agency partners.• Successfully managed 45 WIN eGovernment team members and subcontractors dedicated 100% to enhancing Wisconsin government services.• Has complete operational authority for marketing, technology, creative services, project and product management, and administration for WIN.• Created and maintained the culture of the organization to foster transparency, cooperation, and collaboration with partners.• Led all engagements around government relations with statewide elected officials and legislators to advocate for change in policies, provide e-commerce solutions to meet the needs of new legislation or rules, and provide presentations and testimony for legislative hearings.• Responsible for organizational maturity, ensuring that contemporary professional standards are met for service delivery, project management, change management, application development, and customer service.• Delivered close to 100 new e-Government services in less than three years.• Helped the Wisconsin CIO’s office win 6 major national and international awards.

As the president and general manager of NIC Montana, I was the lead executive responsible for the e-Government contract with the State of Montana. I was responsible for working closely with the e-Government Advisory Council to provide governance over all aspects of e-Government service program and to provide the State with a high level of confidence and transparency. In this role, I worked with the governance mechanisms, agency customers, and NIC project management staff to establish project strategies, objectives, and deliverables that enhanced the State’s e-Government offerings in accordance with state priorities.• Successfully managed an e-Government services project team of 14 employees dedicated 100% to enhancing Montana state government services via the web, IVR and mobile platforms• Delivered more than 228 services for the State of Montana using the self-funding model• Helped the state portal earn 14 major awards in six years, including 8 Best of the Web application awards• Worked with the Department of Justice, Motor Vehicle Division to launch the State of Montana’s first ever mobile application, Practice Driver’s Exam, in 2010
