Responsible for all field activities and political affairs during the absence of the Head of Office. Supervised and executed the co-operation agreement with the Afghan Red Crescent and negotiated a new core structure. Identified and implemented a program for handicapped people.- Nationwide Area Director, Brazzaville - Congo (01/01-09/01). Country coverage with 3 offices. Head of 90 members of staff. Formulation and subsequent implementation of new staff regulations and follow-up of the salary scale. Restructured the working procedures of the logistics department and adjusted the job functions accordingly. Negotiated and finalized various pending legal cases (claim for compensation, former employee demands and tax exoneration problems). Accountable for an annual budget EUR 2.3 million. - Nationwide Area Director covering 16 offices, Bogota - Colombia (10/01-06/04). Accountable for an annual budget of EUR 22.5 million and for the the management of all financial commitments and cost accounting among others. Head of 245 members of staff. Responsibility included salary studies and complete revision of the salary scale, restructuring, staff regulations, recruitment standards and training policies. Managed over 60 premises nationwide, legal cases and security measures.
